India appreciates CoP Presidency’s emphasis on climate finance; hopes long-pending promises from Rio are finally fulfilled

Warns against placing mitigation burden on those least responsible for the climate crisis

Reiterates commitment to rules-based, sovereign-respecting global climate order

Belém, Brazil November 24: India extended strong support to the inclusive leadership of the CoP30 Presidency and welcomed several significant decisions adopted at the UNFCCC CoP30 in Belém, Brazil, during its High-Level Statement at the Closing Plenary on 22 November.

India thanked the CoP President for steering the conference with integrity and for rooting the process in inclusion, balance, and the Brazilian spirit of Mutirão. The statement noted that this approach guided negotiations meaningfully throughout CoP30.

Welcoming advances under the Global Goal on Adaptation, India highlighted that the outcome rightly reinforces the equity dimension and acknowledges the pressing adaptation needs of developing countries.

A central theme of India’s address was the long-standing obligation of developed nations to deliver climate finance. The statement appreciated the Presidency’s support in enabling progress on Article 9.1, noting that India hopes promises made 33 years ago in Rio will finally be honoured, with Belém marking the beginning of overdue action.

India also expressed satisfaction with the establishment of the Just Transition Mechanism, calling it a major outcome of CoP30. The mechanism, it said, represents an important milestone toward operationalizing equity and climate justice at both global and national levels.

The statement welcomed the space provided to discuss unilateral trade-restrictive climate measures, which India said are increasingly affecting developing countries and violating the principles of equity and CBDR-RC under the Convention and the Paris Agreement. India cautioned that such measures can no longer be ignored and acknowledged the conference for taking the first steps to reverse this trend.

Reiterating its principled stance on climate action, India stressed that those least responsible for causing climate change must not be saddled with its mitigation burden. It called for greater global support to vulnerable communities, the vast majority of whom reside in the global South, to help them cope with escalating climate impacts.

India reaffirmed its commitment to science-based, equitable climate action and to a global climate order that is rules-based and respectful of national sovereignty. It reiterated its readiness to work with all Parties to ensure climate ambition remains inclusive, just, and equitable.

In closing, the statement expressed gratitude to Brazil and the international community, urging all Parties to continue collective efforts so that the road from Belém leads to a future grounded in fairness, solidarity, and shared prosperity for all.
