MeitY Launches IP Catalyst, Digital Platform to Accelerate Patent Commercialisation in Electronics & IT
National conference focuses on transforming patents into products and strengthening India’s innovation ecosystem

New Delhi: The Ministry of Electronics and Information Technology (MeitY) organised a national conference on “From Patent to Product: Accelerating IP Commercialization in Electronics & IT” at India Habitat Centre, New Delhi, on May 12, bringing together policymakers, innovators, startups, MSMEs, academia, researchers and industry leaders to discuss strengthening India’s intellectual property and innovation ecosystem.
During the inaugural session, MeitY launched the IP Catalyst initiative along with its digital platform, cipie.in, in the presence of S. Krishnan, Secretary, MeitY; Amitesh Kumar Sinha, Additional Secretary, MeitY and CEO, India Semiconductor Mission; Sunita Verma, Group Coordinator and Scientist G, MeitY; and Unnat P. Pandit, Registrar of Copyrights, CGPDTM, DPIIT, Ministry of Commerce and Industry.
Implemented by C-DAC Pune with support from MeitY, the IP Catalyst initiative aims to create a comprehensive digital ecosystem supporting the complete innovation lifecycle — from research and IP creation to technology transfer, commercialisation and market deployment. The initiative seeks to bridge the gap between publicly funded R&D and industry adoption through stronger collaboration among MeitY organisations, startups, MSMEs, academia and industry.

The initiative will provide:
- Financial support for IP filing for MeitY organisations and grantee institutions
- International patent filing support for startups and MSMEs
- Unified digital access to IP and technology commercialisation services
- Prior-art search and IP advisory support
- Technology readiness and maturity assessment
- IP valuation and commercialisation support
- Technology transfer and licensing facilitation
- Industry–academia–startup collaboration opportunities
- Access to MeitY-supported indigenous technologies
- Prototype-to-product and market deployment support
The digital platform will function as a national repository of technologies developed through MeitY-supported R&D initiatives, enabling startups, MSMEs and industry players to identify deployable indigenous technologies and collaboration opportunities.
Addressing the conference, S. Krishnan said India had crossed a major milestone in FY 2024–25 with 1,10,375 patent applications filed, with the electronics and IT sector contributing nearly 44 per cent of these filings. In FY 2025–26, total patent filings rose further to 1,43,729, while the electronics and IT domain recorded a 52 per cent increase in patent filings.
He said the figures reflected the growing strength of India’s technology and innovation ecosystem and described IP Catalyst as a significant step towards ensuring innovation translates into technologies, products and societal impact.
Amitesh Kumar Sinha highlighted the increasing importance of strategic technologies and intellectual property in sectors such as semiconductors, electronics manufacturing, AI and emerging technologies. He said IP Catalyst would help startups, MSMEs and industry access indigenous technologies and accelerate innovation-led growth.
Sunita Verma said the initiative was designed to strengthen collaboration among stakeholders in the innovation ecosystem and provide structured, digitally accessible IP services.
Unnat P. Pandit emphasised the need for India to move beyond merely increasing patent filings and focus on deriving economic and technological value from intellectual property. He advocated shifting from a “Patent Filing” mindset to a “Patent → Product → Profit” approach to create globally competitive products and wealth generation opportunities.
The conference also featured panel discussions on lab-to-market acceleration, startup and MSME enablement, technology transfer, global patenting strategies and measuring the real value of intellectual property.
