TRAI seeks stakeholder views on proposed amendments to telecom service quality regulations
The telecom regulator has invited stakeholder comments on proposed amendments to the Quality of Service Regulations, 2024, to strengthen digital connectivity and consumer experience.

NEW DELHI: The Telecom Regulatory Authority of India (TRAI) has released a consultation paper seeking stakeholder comments on proposed amendments to the Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024.
The proposed amendments are aimed at strengthening the existing Quality of Service (QoS) framework in response to implementation experience, stakeholder feedback, technological advancements and the growing demand for reliable, high-quality digital connectivity, the Ministry of Communications said in a statement on Wednesday.
TRAI had notified the consolidated Quality of Service Regulations on August 2, 2024, following a comprehensive review of the earlier framework. The regulations, which came into force on October 1, 2024, established technology-agnostic performance standards for access and broadband services, enhanced reporting mechanisms and introduced measures to improve transparency for telecom consumers.
According to TRAI, the implementation of the regulations over the past two years has highlighted certain issues that require refinement. The regulator said the proposed amendments are intended to address these implementation challenges while further improving the effectiveness of the Quality of Service framework.
The consultation paper includes the draft notification titled The Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service (First Amendment) Regulations, 2026. The document has been published on the TRAI website for public consultation.
TRAI has invited written comments from stakeholders on the proposed amendments and any other relevant provisions of the regulations by August 26, 2026. Counter-comments may be submitted by September 7, 2026.
