New Delhi: The Department of Administrative Reforms and Public Grievances under the Ministry of Personnel, Public Grievances and Pensions will observe the 18th Civil Services Day on April 21, with Vice President CP Radhakrishnan set to deliver the keynote address at Vigyan Bhawan.

Civil Services Day is observed annually to reaffirm the commitment of civil servants towards citizen-centric governance and excellence in public service. The day commemorates Vallabhbhai Patel’s historic 1947 address to probationers, where he described civil servants as the “steel frame” of India.

The theme for 2026, “Viksit Bharat: Citizen-Centric Governance and Development at the Last Mile,” aligns with the broader vision of Viksit Bharat 2047, emphasising transparency, accountability and inclusive growth.

The inaugural session will feature remarks by minister of state Jitendra Singh and a welcome address by cabinet secretary TV Somanathan. This will be followed by a panel discussion on the role and effectiveness of civil services, bringing together voices from government, industry and policy institutions.

Four thematic breakaway sessions will explore key governance priorities. These include sustainable livelihoods through PM Vishwakarma, addressing non-communicable diseases, mitigating financial risks of farmers through Kisan Credit Card and related initiatives, and accelerating clean energy adoption under PM Surya Ghar Muft Bijli Yojana.

The sessions will be chaired by senior ministers including Jitan Ram Manjhi, Jagat Prakash Nadda and Shivraj Singh Chouhan.

Senior officials from the central and state governments, including secretaries, chief secretaries, district collectors and representatives from training institutions, are expected to participate in the day-long event.

The programme will conclude with an address by the cabinet secretary on “Ethics and Efficiency in Civil Services,” reinforcing the focus on responsive and accountable governance.
