Railway Minister Ashwini Vaishnaw, on a visit to Bhubaneswar, unveiled the scale of India’s rail ambitions in Odisha — from a record budget allocation and 59 station overhauls to a four-line coastal corridor that could redefine freight and passenger movement along the Bay of Bengal.

Bhubaneswar: Union Minister Ashwini Vaishnaw used the backdrop of a semiconductor groundbreaking in Bhubaneswar on Sunday to deliver a sweeping update on Odisha’s railway transformation — one he described as unprecedented in scale and speed. Rail projects worth over ₹90,000 crore are now actively under execution across the state, the minister said, marking a decisive shift from years of sluggish investment to a full-throttle infrastructure push.

The visit also included a hands-on inspection of the ongoing redevelopment of Bhubaneswar Railway Station, where Vaishnaw stressed the importance of timely delivery and high-quality construction. The upgraded station, he said, is being designed to meet evolving passenger expectations — with modern amenities positioning it as a world-class transit hub rather than a mere stopping point.

“All 30 districts of Odisha are being brought under rail connectivity — this will ensure inclusive development and better integration of remote and interior regions with the national network.”

Record budget, record ambition

Odisha’s railway budget allocation has reached ₹10,928 crore — a figure the minister described as significantly higher than any previous allocation — enabling faster simultaneous execution across multiple projects. A key component of this spending is the Amrit Bharat Station Scheme, under which 59 stations across the state are entering a modernisation phase, with upgrades to platforms, waiting areas, accessibility infrastructure, and passenger amenities.

What is the Amrit Bharat Station Scheme? A central government initiative to redevelop hundreds of railway stations across India into modern, passenger-friendly hubs. In Odisha, 59 stations are currently in various stages of transformation under the scheme.

A coastal mega-corridor takes shape

Among the headline projects announced is a proposed four-line rail corridor running along the coast from Balasore in the north to Berhampur in the south. The corridor is designed to dramatically increase line capacity along Odisha’s coastline — a region that has historically been a bottleneck for both freight movement and intercity passenger trains. By expanding from a two-line to a four-line configuration, the project is expected to reduce congestion and unlock faster schedules for both goods trains and express services along this high-density route.

The coastal corridor also carries significant economic implications. The Odisha coast hosts major industrial clusters, steel plants, and port infrastructure. Improved rail capacity in this belt could reduce logistics costs, tighten supply chains, and make the region more competitive as an industrial and export hub.

Connecting the last mile — all 30 districts

Perhaps the most politically significant announcement was the commitment to extend rail connectivity to all 30 districts of Odisha. Several interior and tribal districts currently lack direct rail links, leaving communities dependent on road transport that is often more expensive and less reliable. Vaishnaw framed the expansion explicitly as a tool for inclusive growth, arguing that rail access to remote regions accelerates access to markets, education, healthcare, and economic opportunity.

The minister concluded by positioning these investments as part of a broader national strategy to integrate Odisha more deeply into India’s freight and passenger networks — a state that, given its mineral wealth, coastline, and industrial base, has outsized strategic value for the country’s logistics and economic architecture.
