Rule of Law and Constitutional Spirit Must Guide Policing: Lok Sabha Speaker Om Birla

New Delhi, October 30: Lok Sabha Speaker Om Birla on Thursday emphasized that the rule of law, backed by effective enforcement, is fundamental to economic growth and to realizing the vision of a Viksit Bharat by 2047. He was addressing the 77 RR batch of Indian Police Service (IPS) officer trainees at the inauguration of a two-day appreciation course organized by the Parliamentary Research and Training Institute for Democracies (PRIDE).

Birla urged young IPS officers to uphold the spirit of the Constitution in their duties, stressing that laws framed by the legislature must be effectively implemented on the ground. He said their conduct should reflect the values of service, integrity, and dedication embodied by BR Ambedkar, whose vision continues to guide India’s democracy.

“The spirit of Sewa and Samarpan must guide your work. Officers who serve with honesty, patriotism, and compassion earn the people’s trust and derive true fulfillment from their duties,” Birla said.

He noted that police officers play a vital role in ensuring justice for the most vulnerable, and urged them to remain connected with the communities they serve to ensure effective policing and uphold the rule of law.

Drawing on his experience in public life, Birla highlighted the need for close coordination among public representatives, police, and administration to strengthen governance. He also commended the rising number of women officers in the IPS, calling their empathy and sensitivity a valuable asset to the force.

Birla further advised the officers to familiarize themselves with the three new criminal codes enacted by Parliament and to adopt a global perspective in tackling transnational challenges such as terrorism, cybercrime, and organized crime.

The Lok Sabha Speaker underlined that modern policing requires not only traditional discipline but also technical proficiency in areas like cybersecurity and disaster management.

Lok Sabha Secretary-General Utpal Kumar Singh delivered the welcome address, while Joint Secretary Gaurav Goyal proposed the vote of thanks.
