Health Ministry proposes tighter microbial monitoring norms for sterile pharmaceutical manufacturing
The proposed Schedule M amendment seeks to align microbial contamination limits in Grade A clean areas with WHO guidelines and requires any detected microbial growth to trigger an investigation.
Grade A areas are critical zones in sterile pharmaceutical manufacturing where exposed products, containers and sterilised components are handled.

NEW DELHI: The Union Ministry of Health and Family Welfare has proposed amendments to Schedule M of the Drugs Rules, 1945, to align microbial monitoring requirements for Grade A clean areas in sterile pharmaceutical manufacturing with World Health Organization (WHO) guidelines.
The proposed changes, notified through G.S.R. No. 953(E) dated October 28, 2026, seek to address differences between the existing limits under Schedule M and those prescribed in WHO Technical Report Series No. 1044, Annexure 2, on Good Manufacturing Practices (GMP) for Sterile Pharmaceutical Products.
Grade A areas are critical zones in sterile pharmaceutical manufacturing where exposed products, containers and sterilised components are handled. Strict microbial control in these areas is essential to maintaining the quality and safety of sterile pharmaceutical products.
Under the proposed amendment, the revised Schedule M would harmonise India’s requirements with WHO guidance. It also provides for treating any microbial growth detected in Grade A areas as a trigger for investigation.
The proposal is intended to strengthen the regulatory framework for sterile pharmaceutical manufacturing and bring domestic requirements closer to internationally recognised standards.
The Ministry has invited objections and suggestions from stakeholders and members of the public on the proposed amendment. Submissions may be sent to the Under Secretary (Drugs Regulation), Ministry of Health and Family Welfare, Government of India, U-6, Work Hall, C Wing, First Floor, Kartavya Bhawan-1, New Delhi–110001, or by email to drugsdiv-mohfw@gov.in.
The proposed amendment is available in the Official Gazette.
