Hyderabad: Telangana and the German state of Thuringia have signed a memorandum of understanding (MoU) to strengthen cooperation in technology, skill development, startups and life sciences, marking a significant step in expanding economic and institutional ties between the two regions.

The agreement was signed during a high-level meeting between Telangana Chief Minister A. Revanth Reddy and a delegation led by Mario Voigt, Minister-President of Thuringia, in the presence of ministers D. Sridhar Babu and G. Vivek Venkataswamy in Hyderabad on Wednesday.

Describing Telangana as “a leading centre for progress and innovation in India”, Mario Voigt said the state’s growth story holds a special place in India-Germany relations.

“The impressive success story of Telangana is remarkable. We would like to partner with the successful state of Telangana and create a win-win situation for both sides,” he said.

The visiting delegation expressed interest in collaborating with Telangana across emerging sectors, including advanced manufacturing, life sciences, semiconductors and workforce development.

During the discussions, Revanth Reddy highlighted the growing importance of reskilling and workforce transformation in the age of artificial intelligence. He emphasised the need to align skill development programmes with global employment opportunities, particularly in countries such as Germany, Japan and South Korea.

The Chief Minister sought support from Thuringia in redesigning training programmes at the Young India Skills University (YISU), Advanced Technology Centres (ATCs) and polytechnic institutions to meet evolving international workforce requirements.

Responding positively, Mario Voigt said Thuringia’s industry and academic institutions could work with Telangana to develop customised, demand-driven skill development programmes.

Revanth Reddy also proposed the creation of a dedicated German language training hub in Hyderabad, noting that language proficiency would significantly enhance employment opportunities for Telangana’s youth in Germany.

“Germany’s industry ecosystem could provide a roadmap of future skilling requirements, and Telangana’s Young India Skills University can adapt its curriculum accordingly,” he said.

The Chief Minister also presented his vision for Bharat Future City and outlined Telangana’s strategy to attract global investments, including Fortune 500 companies.

Highlighting Hyderabad’s growing international profile, he said the city offers world-class infrastructure and a conducive business environment for global enterprises. He referred to the successful hosting of Miss World 2025, which brought participants from more than 100 countries to Hyderabad despite prevailing geopolitical tensions in several regions.

“We are ready to partner with Thuringia and look forward to expanding cooperation in skilling, innovation and investment opportunities,” Revanth Reddy said.

A key outcome of the discussions was the proposal to organise a visit by a delegation of German semiconductor companies to Telangana to assess investment opportunities and explore industry partnerships.

Mario Voigt said Thuringia would be keen to facilitate business-to-business engagements and industrial collaborations.

“We are more than willing to host industrial groups and cater to the business needs of Telangana,” he said.

Welcoming the proposal, IT and Industries Minister D. Sridhar Babu noted that Hyderabad already hosts several leading global semiconductor companies and is actively working towards establishing semiconductor manufacturing capabilities.

Minister Vivek Venkataswamy highlighted the role of Telangana Overseas Manpower Company (TOMCOM) in preparing youth for overseas employment opportunities through specialised language and skill training programmes. He invited the visiting delegation to explore Telangana’s Advanced Technology Centres and other workforce development initiatives.

The Thuringia delegation included state secretaries Prof. Dr. Teichert and Suckert, Michael Hasper, Consul General of Germany in Chennai, and business leaders representing sectors such as optics, photonics, precision engineering, life sciences, medical technology, defence and aerospace.

Chief Secretary K. Ramakrishna Rao, Special Secretary to the Chief Minister B. Ajith Reddy, TGIIC Managing Director K. Shashanka and other senior officials were also present during the discussions.

A Strategic Partnership

The MoU is expected to create new opportunities for collaboration in technology transfer, startup ecosystems, workforce development, advanced manufacturing and life sciences, while strengthening Telangana’s position as a preferred destination for global investment and talent partnerships.
