Hyderabad: Telangana is preparing a dedicated policy framework to encourage Global Capability Centres (GCCs) beyond Hyderabad’s Core Urban Regional Economy (CURE) region, as the state government moves to decentralise employment generation and industrial growth into Tier-2 and Tier-3 cities.

Chief Minister A. Revanth Reddy on Wednesday instructed officials to formulate a new GCC policy aimed at incentivising companies willing to establish operations outside Hyderabad’s traditional urban growth zones. The move comes amid growing interest from global corporations looking to establish GCCs in Telangana.

Chairing a high-level review meeting of the IT and Industries departments along with IT and Industries minister D. Sridhar Babu, the Chief Minister asked officials to actively promote GCCs and data centres in underserved regions located along the Nizamabad, Karimnagar and Warangal highway corridors, categorised as areas between CURE and ‘Beyond CURE’.

The government is aiming to transform Tier-2 and Tier-3 cities into the next engines of economic growth by spreading investments, employment opportunities and digital infrastructure beyond Hyderabad.

Senior officials including Chief Secretary K. Ramakrishna Rao, Special Secretary to the CM B. Ajith Reddy, TGIIC VC and MD K. Shashanka, IT&C Joint Secretary Anudeep Durishetty, Industries Commissioner Nikhil Chakravarthi and others attended the meeting.

The Chief Minister directed officials to identify strategic clusters in ‘Beyond CURE’ areas to encourage decentralised expansion of GCCs. He also emphasised the need to distribute data centre infrastructure more evenly across underserved regions instead of concentrating investments only within Hyderabad.

Revanth Reddy further instructed that all engineering and infrastructure works in Bharat Future City (BFC) must follow net-zero principles while adhering to the highest global standards. He stressed the importance of creating robust trunk infrastructure across the various proposed zones within the futuristic development corridor.

The Chief Minister said consultations would be initiated with the Union government to secure one of the five regional medical hubs announced in the recent Union Budget for the proposed Health City within Bharat Future City.

“If needed, I will take this up with the Prime Minister,” he said during the meeting.

Officials were also directed to accelerate development of the proposed AI City within Bharat Future City after studying international best practices in artificial intelligence infrastructure ecosystems.

The Chief Minister asked officials to expedite ongoing works so that foundation stone ceremonies for multiple facilities in the industrial corridor of Bharat Future City could be conducted at the earliest.

In another key direction, Revanth Reddy instructed officials to ensure that companies receiving land allotments in Bharat Future City sign MoUs for skilling and workforce certification programmes to meet future talent requirements.

The meeting also reviewed plans for creating ‘Invest Telangana’, a dedicated investment promotion agency aimed at providing end-to-end support for investors and industries entering the state.

The Chief Minister suggested adopting successful governance models from leading investment promotion agencies in other states. He proposed including senior officials from departments such as Energy and Finance as special invitees to ensure smoother clearances and faster operational approvals.

Officials from the IT and Industries departments would serve as regular appointees in the proposed structure.

A dedicated society will be formed for ‘Invest Telangana’, designed to function as a dynamic and aggressive investment facilitation agency for the state. Revanth Reddy also proposed appointing escort officers to assist prospective investors from the time of arrival in Hyderabad until the commencement of operations.

The Chief Minister further instructed officials to prepare a roadmap to shift all government offices in Telangana to T-Fiber internet connectivity instead of relying on private telecom operators.

Officials informed the meeting that government departments shifting to T-Fiber services had generated orders worth ₹54 crore over the last six months.
