SECL Accelerates Digital Transformation Under Special Campaign 5.0 – Driving Good Governance

Robust Suite of Portals and Applications Enhancing Transparency and Efficiency

New Delhi, October 20: In alignment with the Government of India’s Digital India vision, South Eastern Coalfields Limited (SECL), a subsidiary of Coal India Limited, has undertaken a series of transformative digital initiatives under Special Campaign 5.0 spearheaded by the Department of Administrative Reforms and Public Grievances (DARPG). The initiatives aim to strengthen good governance, transparency, and process efficiency across all organizational levels.

Streamlining Operations Through Digital Tools

SECL’s new suite of portals and applications is redefining workflows by digitizing recruitment, contract management, employee services, and land administration systems.

Among the notable initiatives is the Internal Selection Portal, an HR innovation that allows non-executive employees to apply and track promotions online, making the process fully transparent. The HPV Vaccination Portal, launched under Mission Sanjeevani, digitally manages vaccination drives for employees and dependents with real-time tracking and certification features.

The Jatayu Dashboard, a comprehensive digital repository, gives employees immediate access to circulars, manuals, and standard operating procedures, ensuring up-to-date compliance and clarity. Similarly, the Contract Monitoring Portal enhances contract oversight by providing centralized tracking, compliance alerts, and timely closure of agreements.

Governance, Safety, and Efficiency at the Core

Security and administrative efficiency have been further enhanced through the Security Pass Portal, now under trial, which will digitize vehicle, employee, and visitor entry management across SECL campuses.

Other key applications include the Manpower Budget Portal for data-driven resource planning, the Land & R&R Portal for transparent tracking of land acquisition and compensation, and the SECL Coal Component Calculator, which allows customers to compute coal value and deposits with accuracy.

The company has also digitized its Compensation and Performance Incentive Bill processing, reducing delays and strengthening financial accountability.

Advancing Digital Governance

Officials noted that the rollout of these digital platforms represents SECL’s proactive participation in Special Campaign 5.0, which emphasizes digitisation, record management, and administrative efficiency. By replacing manual workflows with real-time, data-driven systems, SECL is fostering a culture of transparency, accessibility, and sustainability within the organization.

Through these digital reforms, SECL is not only improving its internal governance framework but also setting new benchmarks for public sector digital transformation in India’s coal industry — embodying the government’s vision of “Minimum Government, Maximum Governance.”
