RVNL CMD Saleem Ahmad Takes Additional Charge as IRCON Chief, Calls for Faster Project Delivery
Ahmad underlined the importance of maintaining close engagement with the Ministry of Railways, clients and project partners while sustaining operational efficiency expected of a listed public sector enterprise.
The newly appointed IRCON chief also emphasised that punctuality should extend beyond office attendance to include on-time completion of projects, prompt corrective action and efficient implementation.

New Delhi: In a significant leadership development in India’s railway infrastructure sector, Saleem Ahmad, Chairman and Managing Director (CMD) of Rail Vikas Nigam Limited (RVNL), has assumed additional charge as Chairman and Managing Director of IRCON International Ltd, the Navratna public sector enterprise under the Ministry of Railways.
On his first day in office, Ahmad held a series of review meetings with IRCON’s Board of Directors, senior management and finance team to assess the company’s business position, strategic priorities and financial performance, while outlining his vision for strengthening project execution and organisational efficiency.
Addressing senior executives, Ahmad stressed the need for disciplined execution, professionalism and result-oriented functioning, noting that infrastructure projects require timely decision-making, close coordination and continuous monitoring to meet delivery commitments. He encouraged officers to take timely and decisive decisions in the interest of the organisation while adhering to realistic targets and project schedules.
The newly appointed IRCON chief also emphasised that punctuality should extend beyond office attendance to include on-time completion of projects, prompt corrective action and efficient implementation. He identified quality, safety and financial prudence as non-negotiable priorities and called for stronger supervision of project sites, effective contractor management and timely payments to ensure smooth execution.

His additional responsibility is expected to strengthen coordination between RVNL and IRCON, two of the Ministry of Railways’ leading infrastructure PSUs, as they continue to execute major railway, highway, bridge, electrification, signalling, tunnelling and mass rapid transit projects across India and overseas.
IRCON, established in 1976, was elevated to Navratna status in 2023 and remains one of India’s leading engineering and construction companies with a growing order book in railway and transport infrastructure.
