Centre establishes Tribhuvan Sahkari University as institution of national importance
The Ministry of Cooperation has established a national-level university for the cooperative sector by converting the Institute of Rural Management Anand into Tribhuvan Sahkari University, declaring it an institution of national importance through an Act of Parliament.
New Delhi, December 18: The Ministry of Cooperation has established a national-level university for the cooperative sector by converting the Institute of Rural Management Anand into Tribhuvan Sahkari University, declaring it an institution of national importance through an Act of Parliament.
The Tribhuvan Sahkari University Bill, 2025 was passed by the Lok Sabha on March 26 and the Rajya Sabha on April 1, and received presidential assent on April 3. The Act came into force following a Gazette notification issued on April 4, formally establishing the university with effect from April 6, 2025.
As the university was created by converting an existing institution, it became operational immediately. Officiating appointments to the posts of vice-chancellor, registrar and finance officer have been made, while the governing board and executive council were constituted on June 2 and July 16, respectively. The statutes and ordinances of the university were notified on June 27 and November 21.
From the current academic year, Tribhuvan Sahkari University has launched three postgraduate programmes—MBA in Cooperative Management, MBA in Cooperative Banking and Finance, and MBA in Agribusiness Management. Academic and research activities commenced in the 2025 academic year.
The government of Gujarat has allotted around 125 acres of land for the development of the university’s new campus. The foundation stone for the new infrastructure was laid on July 5, 2025.
The university is mandated to professionalise the cooperative sector’s workforce by creating a pan-India network of cooperative education institutions. This includes opening new schools at its campus and in other states, as well as affiliating existing cooperative institutes and colleges under a quality-based framework.
Officials said the initiative aims to ensure a steady supply of trained and qualified manpower for the cooperative sector, which plays a critical role in India’s rural and agricultural economy. More than 50 courses of varying durations have been identified for phased rollout.
The establishment of Tribhuvan Sahkari University aligns with the National Cooperation Policy 2025, launched in July, which emphasises professional management, good governance, transparency and capacity building across cooperative institutions. The policy also calls for stronger roles for national and state-level cooperative federations in sharing best practices, deepening cooperative awareness and strengthening institutional capabilities.
