Over 23900 e-Services Now Available Across States, UTs: NeSDA Way Forward Report
India’s digital governance landscape continues to deepen, with a total of 23,934 e-services now available across States and Union Territories, according to the 31st edition of the NeSDA – Way Forward Monthly Report for November 2025, released by the Department of Administrative Reforms and Public Grievances (DARPG).

The report highlights significant progress in the saturation of mandatory e-services, with over 80 percent coverage achieved nationally, reflecting steady momentum in the delivery of citizen-centric digital services across the country.
Strong Coverage of Mandatory e-Services
Out of 2,124 identified mandatory e-services (59 services across 36 States/UTs), 1,714 services are now available online, taking national saturation beyond the 80 percent mark. Notably, 21 States and UTs have crossed 90 percent saturation, underlining improved adoption of digital service delivery frameworks.
States and UTs achieving over 90 percent saturation include Andaman & Nicobar Islands, Andhra Pradesh, Chandigarh, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Jammu & Kashmir, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Meghalaya, Punjab, Rajasthan, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand, and West Bengal.
Local Governance Leads Service Expansion
The report notes that Local Governance & Utility Services account for the highest share of digital offerings, with 8,463 e-services, followed by Social Welfare (including health, agriculture, home and security), Finance, and Education sectors. In November alone, 15 new e-services were added by States and UTs, indicating continuous incremental progress.
Unified Portals Show Mixed Performance
Six States and UTs have achieved 100 percent service integration through unified service delivery portals, namely Assam (Sewa Setu), Jammu & Kashmir (e-UNNAT), Karnataka (Seva Sindhu), Odisha (Odisha One), Uttarakhand (Apuni Sarkar), and Kerala (e-Sevanam).
In addition, Chandigarh, Delhi, Haryana, and Rajasthan have crossed the 90 percent mark through their respective portals. However, the report flags that nearly half of the States and UTs remain below 50 percent integration, pointing to the need for accelerated adoption of single-window digital platforms.
Central and City-Level Best Practices Highlighted
The report showcases National Career Service (NCS) and Shram Suvidha portals as best practices among Central government platforms, citing their unified architecture, end-to-end service workflows, and user-centric design.
Recognising that most citizen interactions occur at the municipal level, the November edition also features city-level digital governance initiatives. The Aizawl Municipal Corporation and Municipal Corporation of Delhi portals are highlighted for improving civic service delivery through online building approvals, property tax services, grievance redressal, and licensing systems.
AAKLAN Analysis Flags Areas for Improvement
This edition presents a parameter-wise comparative analysis under the AAKLAN framework, covering five key assessment parameters including Brand & Visual Identity, Content & Information, Navigation, Mobile Responsiveness, and Integration & Services.
While most State and UT portals meet baseline standards in accessibility and navigation, the report identifies gaps in end-to-end digital workflows, mobile performance optimisation, content governance, and service tracking, recommending deeper integration and stricter adherence to national digital standards.
Continuous Monitoring for Digital Governance
DARPG noted that the NeSDA Way Forward initiative, launched to complement the biennial NeSDA assessment, enables monthly monitoring of both scale and quality of e-service delivery. The report aims to institutionalise best practices, identify bottlenecks, and prepare states and UTs for higher service maturity.
The NeSDA Way Forward Monthly Report for November 2025 is based on inputs submitted by states and UTs on the NeSDA dashboard as of November 30, 2025, and is available on the DARPG website
