Bihar Elections 2025: Citizens empowered to report poll violations via C-Vigil app

New Delhi, October 22: The Election Commission of India (ECI) has intensified election monitoring for the upcoming Bihar Legislative Assembly elections and bye-elections for eight Assembly Constituencies (ACs) by strengthening its citizen engagement and enforcement mechanisms.

To ensure strict implementation of the Model Code of Conduct (MCC), the ECI has directed State and Union Territory administrations to maintain constant vigilance. A total of 824 flying squads have been deployed across Bihar to ensure that complaints are attended to within 100 minutes of registration.

Citizens and political parties can report MCC violations through the C-Vigil App available on ECINet, which enables real-time geo-tagged reporting of incidents from the ground.

As of October 21, 2025, a total of 650 complaints have been lodged via the C-Vigil App across Bihar and other poll-bound States and Union Territories. Of these, 649 have been disposed of, and 612 cases (94%) were resolved within the stipulated 100-minute timeframe.

To facilitate wider participation, a 24×7 Complaint Monitoring System has also been set up with a Call Centre helpline (1950), allowing citizens and political parties to directly report violations to the respective District Election Officer (DEO) or Returning Officer (RO).

Meanwhile, the ECI’s multi-agency enforcement efforts have resulted in seizures worth ₹71.32 crore, including cash, liquor, drugs, precious metals, and other inducements, as of October 21.

The measures underscore the Election Commission’s commitment to transparent, participatory, and corruption-free elections, with active citizen involvement through digital platforms like C-Vigil, ECI said in a statement.
