BENGALURU: Hindustan Aeronautics Limited (HAL) handed over two Light Combat Aircraft (LCA) Tejas Final Operational Clearance (FOC) twin-seater trainers and three HTT-40 basic trainer aircraft to the Indian Air Force (IAF), besides four Dhruv Next Generation (NG) helicopters to Pawan Hans Limited (PHL), in the presence of Defence Minister Rajnath Singh and Civil Aviation Minister K. Rammohan Naidu in Bengaluru on September 18.
The ceremony marked a significant milestone in India’s efforts to build indigenous aerospace capabilities spanning military and civil aviation. Rajnath Singh described the occasion as a symbol of India’s growing technological self-confidence and progress towards self-reliance in the aerospace sector.
“Our aim is to make India capable, self-reliant, and globally competitive in meeting its aerospace requirements,” the Defence Minister said, stressing that indigenous aerospace capability would be critical to India’s long-term technological and strategic objectives.
From fighter training to civil aviation
The handover brought together platforms serving different segments of the aerospace ecosystem.
The two LCA Tejas FOC twin-seater trainers will support the IAF’s pilot training requirements and provide an indigenous training continuum into frontline fighter operations. The aircraft retain the core systems and combat capability of the frontline Tejas platform, allowing pilots to train on an aircraft closely aligned with the fighter they will eventually operate.
The three HTT-40 aircraft, meanwhile, add an indigenous basic trainer to the IAF’s training fleet. Designed and developed by HAL, the Hindustan Turbo Trainer-40 is intended to meet the primary training requirements of the armed forces.
The HTT-40 features a modern cockpit and avionics suite and is designed for basic training activities including aerobatics, general handling, instrument flying, navigation, night flying and close formation flying. Its development also reduces dependence on imported aircraft for basic pilot training.
The four Dhruv-NG helicopters handed over to Pawan Hans represent another important dimension of India’s aerospace programme — the expansion of indigenous platforms into the civil and commercial aviation market.
Configured for civil operations, the Dhruv-NG incorporates enhanced systems, modern avionics and a more powerful engine. The helicopter is designed for applications including passenger transport, emergency medical services and offshore logistics support.
Rajnath calls for integrated aerospace ecosystem
Rajnath Singh said India’s aerospace self-reliance cannot be achieved through a sudden transformation, but must be built systematically across a wide range of technologies, components and capabilities.
“There can be no sudden ‘big bang’ in the development of aerospace systems,” he said, describing aerospace development as a gradual process involving multiple technological and industrial components.
He called for an integrated ecosystem covering aircraft design, avionics, propulsion, composite materials, flight-control systems, manufacturing and certification.
According to the Defence Minister, capabilities developed in these areas can serve both defence and civil aviation, creating wider industrial and technological benefits.
He stressed that the objective should not be limited to meeting military requirements but should encompass the development of a robust aerospace industry capable of serving both defence and commercial aviation.
Public-private partnership key to next phase
Rajnath Singh also called for stronger collaboration between public-sector aerospace organisations and private industry.
He said public and private companies should not be viewed as competitors but as collaborators in building next-generation indigenous aerospace capabilities.
He called for greater focus on emerging technologies including artificial intelligence, autonomous systems, unmanned aerial systems, electronic warfare, cyber technologies and next-generation propulsion.
The Defence Minister also urged HAL to expand its capabilities across the entire aerospace value chain — from design and development to manufacturing, certification, lifecycle support and global marketing.
He stressed the need for realistic timelines in major technology projects, warning that delays could create gaps in meeting critical defence requirements, increase costs and raise the risk of technology becoming obsolete before deployment.
Focus on indigenous R&D
Rajnath Singh identified research and development as a critical priority for India’s aerospace ambitions.
He called upon young scientists, engineers, designers, test pilots and technicians to develop technologies that do not currently exist and to take up the challenge of positioning India among the leading countries in global aerospace technology.
He also emphasised that the nature of warfare is rapidly changing, with future air operations expected to become increasingly information-intensive and technology-driven.
In such an environment, he said, combat effectiveness would depend on the combination of trained personnel, advanced technology, integrated systems and rapid decision-making.
The LCA FOC trainer, he noted, would contribute to preparing pilots for this increasingly demanding operational environment, while the Dhruv-NG demonstrates the potential of indigenous aerospace capabilities in the civil sector.
HTT-40 opens export possibilities
Rajnath Singh highlighted the potential of the HTT-40 beyond meeting India’s own training requirements.
India had traditionally depended on imported aircraft for basic pilot training, but HAL is now manufacturing the HTT-40 domestically. The Defence Minister expressed confidence that the aircraft could also find markets internationally, giving India’s indigenous trainer aircraft programme an export dimension.
He said expanding exports would further strengthen the domestic aerospace ecosystem and provide opportunities for Indian industry to compete in global markets.
Dhruv-NG marks civil aviation milestone
Civil Aviation Minister K. Rammohan Naidu said the certification and induction of the Dhruv-NG into civil operations marked an important milestone for India’s indigenous civil aviation ecosystem.
He described the development as evidence of the growing capability of Indian industry to develop and support advanced aerospace platforms for commercial applications.
HAL Chairman and Managing Director Ravi K. said the handover of the Tejas twin-seater trainers, HTT-40 aircraft and Dhruv-NG helicopters demonstrated HAL’s ability to develop and deliver platforms for diverse defence and civil requirements.
He said the platforms reflected the depth of capability developed by HAL and the wider indigenous aerospace ecosystem supporting the company.
Chief of the Air Staff Air Chief Marshal A. P. Singh, Secretary (Defence Production) Sanjeev Kumar and Secretary, Ministry of Civil Aviation, Samir Kumar Sinha, were also present at the ceremony.
A wider aerospace ecosystem
The Bengaluru ceremony brings together three different elements of India’s indigenous aerospace ambition: advanced fighter training through the Tejas twin-seater, basic military pilot training through the HTT-40 and civil helicopter operations through the Dhruv-NG.
The significance extends beyond the individual platforms. The development of aircraft, helicopters and their associated technologies creates demand for domestic capabilities in design, avionics, propulsion, composites, electronics, manufacturing, maintenance and certification.
The government is seeking to build these capabilities across both the public and private sectors, while expanding the role of Indian aerospace products in international markets.
The handover therefore represents another step in India’s longer-term effort to develop an aerospace ecosystem that can meet domestic requirements while also establishing a stronger presence in the global aerospace industry.
