New Delhi: The Ministry of Defence is hosting a two-day workshop for micro, small and medium enterprises (MSMEs) and startups to promote greater participation in India’s defence manufacturing ecosystem and enhance awareness of procurement opportunities, indigenisation initiatives and innovation programmes.

The workshop, titled “Defence Procurement, Innovations for Defence Excellence (iDEX), Technology Perspective Capability Roadmap (TPCR) and Testing Procedures for MSMEs & Start-ups”, will be held at the Manekshaw Centre in Delhi Cantonment on June 11 and 12.

The event is being jointly organised by the Indigenisation Directorate of Headquarters Integrated Defence Staff (HQ IDS) and the Centre for Joint Warfare Studies (CENJOWS).

According to the organisers, the workshop aims to provide industry participants with a comprehensive understanding of defence procurement processes, indigenisation reforms, testing and certification mechanisms, innovation opportunities under the iDEX framework and future capability requirements of the armed forces.

Senior officers and experts from HQ IDS, Service Headquarters, Directorate General of Quality Assurance (DGQA), iDEX-Defence Innovation Organisation (DIO) and other stakeholder organisations will interact with participants during various technical sessions.

The inaugural session will feature addresses by Air Marshal Praveen Keshav Vohra, Deputy Chief of Integrated Defence Staff (Policy Planning and Force Development), and Maj Gen (Dr) Ashok Kumar (Retd), Director General of CENJOWS.

Sessions on the first day will focus on the Defence Acquisition Procedure, procurement categories, revenue procurement parameters, indigenisation reforms, the SRIJAN portal, import substitution opportunities and intellectual property rights.

The second day will cover iDEX initiatives, prototype development, testing and evaluation procedures, certification frameworks, user trials, environmental testing, the role of DRDO in research and development, and technology readiness levels.

A dedicated session on the Technology Perspective Capability Roadmap (TPCR) and a panel discussion involving venture capitalists are also scheduled as part of the programme.

Officials said the workshop has been designed to address practical challenges faced by industry participants through interactive discussions and question-and-answer sessions, enabling MSMEs and start-ups to better understand defence sector requirements and opportunities.

The initiative forms part of the government’s broader efforts to strengthen Aatmanirbhar Bharat in defence manufacturing and deepen collaboration between the armed forces, research institutions and domestic industry.
