MUMBAI: The National Skill Development Corporation has made its debut on the NSE Social Stock Exchange with a financing initiative to prepare 600 young people from economically weaker Other Backward Classes households in Madhya Pradesh for employment in Japan and Germany.

NABARD subscribed ₹4 crore to NSDC’s maiden Zero Coupon Zero Principal (ZCZP) issue, according to a Ministry of Skill Development and Entrepreneurship statement issued on October 22. Union Minister Jayant Chaudhary marked the debut at a bell-ringing ceremony at the National Stock Exchange in Mumbai.

The programme has an estimated outlay of ₹11.25 crore. Beneficiaries will contribute 15% of the cost, financing mobilised through the Social Stock Exchange will support 35%, and the Madhya Pradesh government will provide the remaining 50% upon successful international placement of candidates.

The State’s outcome-linked funding is structured under a bilateral Social Impact Bond framework with NSDC. Madhya Pradesh will also support candidate mobilisation, residential training infrastructure and language laboratories.

ZCZP instruments allow eligible social-purpose organisations to raise funds without conventional interest payments or repayment of principal. The framework places emphasis on transparent use of funds and reporting of social outcomes.

NSDC International, a wholly owned subsidiary of NSDC, will deliver residential foreign-language and employability training. The programme will prepare 300 candidates for opportunities in Japan and another 300 for Germany, covering sectors including caregiving, hospitality, construction and manufacturing.

Training will include Japanese or German language instruction and preparation tailored to the destination country and employment requirements.

According to the ministry, indicative monthly earnings for successfully placed candidates could range from ₹1 lakh to ₹1.2 lakh in Japan and ₹1.1 lakh to ₹3.2 lakh in Germany, depending on the role and employment conditions. These figures are estimates rather than assured salaries.

Chaudhary said financing development at scale required collaboration between public institutions, private funders and donors. He described the Social Stock Exchange as a means of connecting funding with credible projects, transparency and verifiable outcomes.

Madhya Pradesh Minister Krishna Gaur said the partnership sought to address financial and social barriers faced by young people from backward classes, with government funding tied to successful placement outcomes.

NABARD Chairman Shaji Krishnan V. said the institution’s participation reflected its interest in development-finance models that translate funding into livelihood opportunities and measurable social benefits.

NSDC CEO Arunkumar Pillai said the initiative would diversify financing for employment-linked training. Implementation would focus on verifiable outcomes and developing further programmes capable of attracting social funding.

The ministry said the model was intended to complement government investment in skilling and provide a framework that could be replicated for future employment-oriented initiatives. The statement did not specify the training commencement date, application process or placement timeline.
