Maharashtra, Andhra Pradesh, Assam, Tripura Emerge as Top Performers in State Energy Efficiency Index 2024
The Index, developed by the Bureau of Energy Efficiency (BEE) in association with the Alliance for an Energy Efficient Economy (AEEE), evaluates states across 66 indicators covering seven demand sectors
New Delhi, August 29: The Ministry of Power on Friday released the State Energy Efficiency Index (SEEI) 2024, assessing the performance of 36 states and union territories on energy efficiency initiatives during FY 2023-24. Maharashtra, Andhra Pradesh, Assam and Tripura emerged as top performers in their respective consumption categories.
The Index, developed by the Bureau of Energy Efficiency (BEE) in association with the Alliance for an Energy Efficient Economy (AEEE), evaluates states across 66 indicators covering seven demand sectors — buildings, industry, municipal services, transport, agriculture, DISCOMs, and cross-sectoral initiatives. States are classified as Front Runners (>60%), Achievers (50–60%), Contenders (30–50%) and Aspirants (<30%).
Maharashtra topped Group 1 (>15 MToE), Andhra Pradesh led Group 2 (5–15 MToE), Assam secured top spot in Group 3 (1–5 MToE), and Tripura topped Group 4 (<1 MToE). Compared to SEEI 2023, the number of Front Runner states has declined from seven to five, with Andhra Pradesh, Karnataka, Maharashtra, Telangana and Tamil Nadu retaining the status. Assam and Kerala were classified as Achievers, while Haryana, Punjab, Rajasthan, Odisha and Uttar Pradesh featured among Contenders.
Speaking at the launch, Akash Tripathi, Additional Secretary, Ministry of Power and Director General, BEE, said India’s energy transition is both a climate imperative and a “strategic opportunity to foster innovation, resilience, and inclusive growth.” He added that SEEI 2024 places sharper focus on ground-level implementation, sectoral outcomes and measurable progress.
Notable sectoral developments include 24 states notifying the Energy Conservation Building Code (ECBC) 2017, 10 states adopting MSME energy efficiency policies, and 31 states implementing State Electric Mobility Policies. In agriculture, 13 states promoted solar-powered pumps and integrated cold storage, with Kerala achieving 74% adoption of energy-efficient or solar pumps.
With all 36 states and UTs now having developed State Energy Efficiency Action Plans (SEEAPs) and 31 setting up State-Level Steering Committees on Energy Transition, officials said SEEI continues to guide sub-national actions critical to India’s net-zero by 2070 and 45% emissions intensity reduction target by 2030.
