LBSNAA, DoLR Launch National Workshop on NAKSHA Programme for District Collectors
Organised by the BN Yugandhar Centre for Rural Studies, LBSNAA, the workshop focuses on the technical, legal, and administrative dimensions of NAKSHA.
Mussoorie, October 7: The Lal Bahadur Shastri National Academy of Administration (LBSNAA), in collaboration with the Department of Land Resources (DoLR), Ministry of Rural Development, has inaugurated a two-day National Workshop on the NAKSHA Programme, aimed at preparing District Collectors for the pilot implementation of the project across 28 states and three Union Territories.
The workshop, held from October 6–7, brings together District Magistrates and Collectors from across the country to build administrative, technical, and legal readiness for the nationwide roll-out of this landmark initiative.
The NAKSHA Programme—a one-year pilot under the Digital India Land Records Modernization Programme (DILRMP)—seeks to revolutionise urban land governance by leveraging advanced geospatial mapping, GNSS (Global Navigation Satellite System), and Web-GIS technologies. The initiative aims to bring transparency, efficiency, and accessibility to urban land management, streamlining property taxation, eliminating ownership ambiguities, and strengthening the foundation for future urban planning.
Organised by the BN Yugandhar Centre for Rural Studies, LBSNAA, the workshop focuses on the technical, legal, and administrative dimensions of NAKSHA. It serves as a platform for knowledge exchange between field officers and domain experts, helping district administrators prepare for the ambitious goal of achieving “One Nation, One Land Record.”
Delivering the keynote address, Manoj Joshi, Secretary, Department of Land Resources, highlighted the transformative potential of NAKSHA in establishing digitally authenticated, transparent, and updated urban land records. “The NAKSHA initiative represents a major step forward in ensuring accessible and accountable land governance, which is crucial for sustainable urban development,” he said.
The event also features sessions led by Kunal Satyarthi, Joint Secretary, DoLR; SK Sinha, Additional Surveyor General, Survey of India; and technical experts from the Madhya Pradesh State Electronics Development Corporation (MPSEDC) and National Institute of Geo-informatics Science and Technology (NIGST), Hyderabad.
Senior civil servants are sharing implementation insights, including S. Sambasiva Rao, Director of Survey and Land Records, Government of Kerala; NK Sudhansu, Director General, Yashwantrao Chavan Academy of Development Administration (YASHADA); and S. Chockalingam, Principal Secretary, Government of Maharashtra.
Key sessions in the workshop include:
- A comprehensive overview of the NAKSHA workflow, deliverables, and ground-truthing processes;
- Hands-on GIS and Web-GIS training, including demonstrations of GNSS/ETS survey techniques;
- Aerial data acquisition and field-level best practices for accuracy;
- Administrative and legal framework sessions to streamline implementation and awareness campaigns.
By the end of the two-day programme, participating Collectors will be equipped with the technical and managerial expertise needed to operationalise the NAKSHA pilot in their respective districts—laying the groundwork for a unified, digital land record system across India, the ministry said in a statement.
