Inter-Departmental Committee Recommends Proposals of Foreign Banks Seeking Entry into India

New Delhi, January 2: Secretary, Department of Financial Services (DFS), M. Nagaraju on Friday chaired a meeting of the Inter-Departmental Committee (IDC) to consider proposals from foreign banks seeking to open branches, representative offices or subsidiaries in India.
The meeting was attended by representatives from the Ministry of Home Affairs, Ministry of External Affairs, Department of Commerce and the Reserve Bank of India (RBI).
According to an official statement, the proposals were forwarded by the RBI and examined by the committee. After detailed deliberations, the IDC recommended the proposals placed before it.
The IDC functions as an inter-ministerial body with DFS as the nodal department for evaluating applications from foreign and domestic banks. Before arriving at a consensus, proposals are circulated among member ministries and departments to obtain inputs from multiple perspectives.
While the Ministry of Home Affairs examines applications from a security standpoint, the Ministry of External Affairs assesses political considerations, and the Department of Commerce evaluates economic and trade-related aspects. The RBI, as the banking regulator, provides supervisory and regulatory inputs.
Officials said the consultative process ensures that decisions on the entry and expansion of foreign banks in India are taken in a comprehensive manner, balancing financial sector development with national security, foreign policy and economic interests.
