New Delhi: Women across India can now access a dedicated 24×7 digital helpline (14490) for counselling, complaint registration and referral support through the National Commission for Women (NCW), strengthening technology-enabled grievance redressal under the Digital India initiative.

The toll-free helpline provides a single nationwide access point for women facing domestic violence, abuse or other forms of distress, enabling them to register complaints digitally and receive immediate assistance from trained psychological counsellors. The short-code service complements the Commission’s existing helpline and aims to make support services more accessible, responsive and citizen-centric.

According to the NCW, any woman aged 18 years or above can use the helpline to register complaints and seek counselling. The service also facilitates referrals to relevant agencies, including the police, hospitals, District Legal Services Authorities (DLSAs), Protection Officers and One Stop Crisis Centres, depending on the nature of the complaint. Beyond providing immediate assistance, the NCW uses complaint data to identify systemic gaps in institutional responses to crimes against women. The analysis supports policy recommendations, sensitisation programmes for law enforcement and judicial officials, and improvements in grievance-handling mechanisms. Pages 2 and 3 describe how complaint trends are analysed and used to strengthen institutional responses.

Complaints received through the platform are examined under a structured process. Eligible cases are assigned unique case numbers and taken up with the appropriate authorities, while serious matters may be referred to inquiry committees for detailed examination.
