DPIIT Introduces New Quality Compliance Framework to Boost Manufacturing and Strengthen Supply Chains

The Transition Facilitation (Quality Control) Order, 2026 aims to simplify regulatory compliance for manufacturers while strengthening India's quality ecosystem, domestic supply chains and global manufacturing competitiveness.

New Delhi: The Department for Promotion of Industry and Internal Trade (DPIIT) has notified the Transition Facilitation (Quality Control) Order, 2026, introducing a new compliance framework aimed at easing regulatory transitions for manufacturers while reinforcing India’s quality standards and industrial competitiveness.
The new order seeks to provide industry with greater flexibility in meeting Quality Control Order (QCO) requirements by adopting a risk-based compliance mechanism that supports technological innovation, domestic manufacturing and resilient supply chains without compromising consumer protection.
Flexible Compliance for Industry
Under the new framework, manufacturers will be permitted to source products from suppliers licensed under Scheme II of Schedule II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, instead of relying exclusively on manufacturers certified under the traditional Scheme I (ISI Mark Scheme).
According to the DPIIT, approvals under this alternative mechanism will be based on factors including technical capability, compliance history, adoption of advanced technologies, research and design capabilities, innovation, and efforts to strengthen domestic supply chains.
The move is expected to provide manufacturers with greater sourcing flexibility while ensuring that quality standards continue to be maintained across production ecosystems.
Rewarding Consistent Compliance
The Transition Facilitation Order also introduces incentives for manufacturers with a strong record of regulatory compliance.
Companies that have consistently complied with applicable Quality Control Orders for three consecutive years without any default will be eligible to benefit from the new framework. The provision aims to recognise responsible manufacturers while encouraging long-term adherence to national quality standards.
Supporting Innovation and Supply Chain Resilience
The government said the reform is designed to reduce compliance bottlenecks and facilitate technology-driven manufacturing by creating a more adaptable regulatory environment.
Officials expect the new framework to encourage investment in research and development, strengthen domestic value chains, accelerate technology adoption and improve India’s integration with global manufacturing networks.
The order also aligns with the government’s broader strategy of promoting high-quality manufacturing under India’s industrial growth agenda while ensuring that consumers continue to receive safe, reliable and standards-compliant products.
Building a Stronger Quality Ecosystem
Over the past few years, DPIIT has progressively expanded the scope of Quality Control Orders across critical industrial products to improve manufacturing standards and enhance the global competitiveness of Indian industry.
The newly notified Transition Facilitation Order complements these efforts by introducing a pragmatic compliance pathway that balances regulatory certainty with operational flexibility, particularly for industries undergoing technological modernisation or supply chain transitions.
By combining quality assurance with a more facilitative compliance framework, the government aims to create a manufacturing ecosystem that is globally competitive, innovation-driven and better equipped to respond to evolving market demands.
