PM GatiShakti – Offshore Launched to Strengthen Integrated Offshore Planning and Accelerate India’s Blue Economy Growth

New Delhi, October 14: In a major step toward enhancing India’s Blue Economy and sustainable maritime development, the Logistics Division, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, on Monday launched PM GatiShakti – Offshore during the commemorative event marking four years of the PM GatiShakti National Master Plan (NMP). The event, held in New Delhi, was chaired by Union Minister for Commerce and Industry Piyush Goyal.

The newly launched PM GatiShakti – Offshore is a first-of-its-kind digital platform designed for integrated offshore planning and management, providing a unified geospatial interface that consolidates critical datasets from multiple government ministries and departments. It aims to enable data-driven decision-making for projects such as offshore wind farms, marine resource exploration, undersea cables, and coastal infrastructure development, supporting India’s transition toward green energy and sustainable coastal growth.

The platform represents a Whole-of-Government approach, seamlessly integrating datasets from key ministries and departments — including the Ministry of New and Renewable Energy, Ministry of Environment, Forest and Climate Change, Ministry of Petroleum and Natural Gas, Ministry of Ports, Shipping and Waterways, Department of Fisheries, Ministry of Mines, Ministry of Power, and Department of Telecommunications. This inter-ministerial coordination will help planners and policymakers adopt a holistic, efficient, and environmentally responsible approach to developing India’s vast offshore potential.

PM GatiShakti – Offshore hosts a comprehensive repository of geospatial layers organized under four domains — Energy and Resources, Environment and Ecology, Infrastructure and Logistics, and Oceanic and Hazard Data. These layers cover diverse datasets, including offshore wind, solar, tidal, and ocean thermal energy potential; oil and gas fields and pipelines; coastal regulation zones; coral reefs, mangroves, and marine mammal habitats; ports, airports, and power infrastructure; and oceanographic indicators such as wave heights, surface currents, and seismic risk zones. Together, they provide planners, regulators, and investors with accurate insights for sustainable and technically sound decision-making.

The platform offers multiple benefits to stakeholders in offshore development by improving transparency, efficiency, and coordination. It helps identify potential infrastructure overlaps, assess regulatory hurdles, and minimize project delays through integrated, multi-ministerial data access. The portal’s analytical tools support faster environmental clearances, optimized resource allocation, and enhanced risk assessment for offshore projects.

For instance, when planning offshore power transmission routes such as a proposed High Voltage Direct Current (HVDC) subsea link between the Indian mainland and the Andaman and Nicobar Islands, planners can overlay datasets from various ministries. This includes bathymetry data for identifying ideal seabed depths, ecological maps to protect coral reefs and turtle nesting zones, and marine traffic and hydrocarbon exploration data to ensure safe and efficient routing.

By enabling such multi-layered visualization and analysis, PM GatiShakti – Offshore promises precision, transparency, and sustainability in national offshore planning. It marks another milestone in India’s journey toward Atmanirbhar Bharat, demonstrating the country’s capability in leveraging geospatial intelligence for infrastructure development.

With its potential to guide responsible marine development and optimize offshore resources, the platform is expected to play a pivotal role in advancing India’s Blue Economy, supporting the vision of Viksit Bharat 2047 — a future of sustainable growth, innovation, and integrated national development.
