Government Launches Employees’ Enrolment Campaign 2025 to Expand Social Security Coverage and Support Employers
The campaign encourages both existing and new establishments under the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952, to voluntarily declare and enroll eligible employees.
New Delhi, October 14: The Ministry of Labour and Employment has launched the Employees’ Enrolment Campaign, 2025 (EEC 2025), a major initiative aimed at expanding the social security net for India’s workforce through the Employees’ Provident Fund Organisation (EPFO). The campaign will be operational from November 1, 2025, to April 30, 2026, providing a crucial window for employers to enroll eligible workers who have not yet been covered under the EPF scheme.
Building on the success of a similar drive conducted in 2017, EEC 2025 seeks to bring more workers in the organized sector under EPF, pension, and insurance benefits, while allowing employers to regularize past records with minimal penalties. The campaign encourages both existing and new establishments under the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952, to voluntarily declare and enroll eligible employees.
Under the scheme, employers can enroll all current employees who joined between July 1, 2017, and October 31, 2025, and who are still on the rolls but were previously left out of EPF coverage for any reason.
In a major relief for both employers and workers, the employee’s share of provident fund contribution for the past period (July 2017–October 2025) will be waived, provided it was not deducted from their wages. Employers will only need to pay their share of contributions for the said period, along with a nominal penal damage of ₹100, which represents a steep reduction from standard penalties for non-compliance.
All establishments, including those facing inquiries under Section 7A of the EPF Act or paragraph 26B of the Scheme, are eligible to participate. Importantly, no suo motu compliance action will be initiated by EPFO against employers who declare and regularize records under this campaign for employees who have since left the organization.
Employers registering under EEC 2025 or declaring additional employees will also become eligible for benefits under the Pradhan Mantri Viksit Bharat Rojgar Yojana, subject to conditions specified in that scheme.
Declarations under the campaign will be made through an online facility provided by EPFO, where employers will enter employee details, link them to their Electronic Challan-cum-Return (Temporary Return Reference Number), and pay the ₹100 penal damages electronically.
The government expects the campaign to significantly boost EPF enrolment, extend social security protection to lakhs of workers, and help employers regularize compliance effortlessly while promoting the broader goal of ease of doing business.
