Focus on QoS, mobile base and ARPU to meet revenue targets: Scindia

NEW DELHI: Union Minister of Communications and Development of North Eastern Region Jyotiraditya M. Scindia on Tuesday reviewed Bharat Sanchar Nigam Limited’s Quarter-3 performance for 2025–26, stressing improvement in quality of service, growth in mobile customer base, higher Average Revenue Per User and achievement of revenue targets.

Chairing the Q3 Strategic Review and Planning Meet of BSNL at Vigyan Bhawan, Shri Jyotiraditya M. Scindia said sustained focus on mobile growth and ARPU enhancement was critical for the company’s overall financial performance. Minister of State for Rural Development and Communications Dr. Chandra Sekhar Pemmasani, Secretary (Telecommunications) Shri Amit Agarwal, Additional Secretary Shri Gulzar Natarajan, CMD BSNL Shri A. Robert J. Ravi, senior DoT officials, BSNL board members and Chief General Managers from across the country attended the meeting.

A comprehensive, circle-wise review of revenue achievement across all service verticals was undertaken, with individual circle performance assessed to identify best practices and address gaps. Special emphasis was laid on strengthening BSNL’s presence in the mobile segment, where some circles showed appreciable growth while others were asked to improve.

The Union Minister noted quarter-on-quarter improvement in mobile ARPU and urged circles with flat ARPU levels to take corrective steps. Measures such as better service offerings, customer retention initiatives and value-added services were discussed to further enhance ARPU.

Key Quality of Service parameters, including mobile network availability and Mean Time to Repair, were also reviewed. Kerala, Tamil Nadu, UP East, Karnataka, Punjab, Gujarat, Andhra Pradesh, Kolkata, Himachal Pradesh and Uttarakhand were identified as leaders in Mobile BTS MTTR, recording significant quarter-on-quarter improvement. Directions were issued to all circles to improve network reliability, reduce downtime and ensure timely fault resolution.

In the Enterprise Business segment, Shri Jyotiraditya M. Scindia congratulated Karnataka, Odisha, Gujarat, Haryana and UP West for star performance in enterprise acquisition and growth.

Circle-wise strategies for achieving fourth-quarter revenue targets were presented, with instructions to all CGMs to intensify customer acquisition efforts while maintaining a strong focus on QoS. The Minister called for focused execution, accountability and close monitoring at the circle level in the final quarter of the fiscal to meet and exceed set revenue targets.
