National Mission on Libraries strengthens public library network across India

New Delhi, December 16: India has a total of 46,746 public libraries spread across states and union territories, with the National Mission on Libraries playing a key role in strengthening infrastructure, access and capacity-building across the country, the government said on Monday.
The ministry of culture, through the National Mission on Libraries scheme, has been providing financial assistance for the modernisation and upgradation of state central libraries and district libraries, based on recommendations from state authorities. The mission is implemented through the Raja Rammohun Roy Library Foundation, an autonomous body under the ministry.
Union Minister for Culture and Tourism Gajendra Singh Shekhawat stated this in a written reply in Lok Sabha on Monday.
According to data compiled by the foundation, Maharashtra has the highest number of public libraries at 12,191, followed by Kerala with 8,415, Karnataka with 6,798, West Bengal with 5,251 and Tamil Nadu with 4,622. The figures are based on state and UT-level data collected during FY 2018–19.
The mission also focuses on improving digital access and outreach, particularly in rural and small-town libraries. A nationwide quantitative and qualitative survey conducted between 2015 and 2016 recommended phased roll-out of computers and internet connectivity, bundled internet services at nominal charges, use of advertising and CSR initiatives, and development of youth-focused model libraries.
As part of its capacity-building efforts, the mission has conducted 54 training programmes covering 2,465 participants, aimed at enhancing professional skills of library personnel and improving service delivery.
The government has provided central and state financial assistance to dozens of state and district libraries across the country since 2014–15, covering institutions in almost every state and union territory. These include state central libraries, district libraries and public research libraries, with sanctions continuing through 2023–24, as detailed in annexures to the release.
The information was shared by the minister for culture and tourism in a written reply to the Lok Sabha. The government said the mission is aimed at strengthening the public library system as a knowledge and community resource, supporting education, lifelong learning and equitable access to information.
