PM Calls for Constructive Winter Session, Urges MPs to Prioritise Delivery Over Drama

New Delhi, December 1: Prime Minister Narendra Modi said on Monday the upcoming Winter Session of Parliament must focus on constructive debate and national progress, urging all political parties—both ruling and opposition—to “rise above negativity” and use the House for policy-making rather than political theatrics.
Addressing the media before the session began, the Prime Minister said the recent high voter turnout, especially in Bihar, reflected India’s democratic strength and renewed the nation’s confidence that “democracy can deliver.” He said India’s economic growth has demonstrated the success of democratic systems in delivering tangible outcomes.
Modi asked MPs to treat the session as an opportunity to think, debate and act in the nation’s interest. He said the opposition must “come out of the despair of defeat,” adding that some parties “still cannot digest election results” and should not turn Parliament into a platform for expressing frustration.
Reiterating that Parliament must reflect the will and aspirations of citizens, he urged leaders across parties to allow young and first-time MPs to participate effectively. “They are not getting opportunities to raise issues of their regions. The House must benefit from the perspective of this new generation,” he said.
Calling for a balance between accountability and civility, the Prime Minister remarked: “Here there should be delivery, not drama. The country is watching. The focus must be on policy, not slogans.”
Modi also noted the significance of the session as the new Chairman of the Rajya Sabha assumed charge. He said the session will advance next-generation reforms, particularly in areas strengthened by the GST framework.
He criticised certain parties for using Parliament to further state-level political strategies, stating that such trends undermine the rights of MPs and weaken democratic functioning. He urged them to “limit negativity” and contribute positively to nation-building.
Expressing confidence in India’s trajectory, Modi said the country is progressing towards new milestones and the Winter Session will “infuse new energy and strength” into that journey.
