India Launches AIR SUVIDHA 2.0 to Strengthen Ebola Screening for International Arrivals
Upgraded contactless health declaration portal enables real-time coordination among health, immigration and surveillance agencies as India enhances border health preparedness
The Ministry of Civil Aviation and DIAL have launched AIR SUVIDHA 2.0, a contactless digital health declaration portal to strengthen Ebola screening and public health surveillance at India's international airports.

New Delhi: The Ministry of Civil Aviation, in collaboration with Delhi International Airport Limited (DIAL), has launched AIR SUVIDHA 2.0, an upgraded digital health declaration platform designed to strengthen public health surveillance at India’s international airports amid the ongoing Ebola outbreak in parts of Africa.
The enhanced portal enables international passengers arriving in India to complete a mandatory online Health Self-Declaration (SDF) before travel, allowing authorities to identify at-risk travellers quickly while ensuring a seamless, contactless arrival process.
The initiative follows the World Health Organization’s (WHO) declaration of the Ebola/Bundibugyo virus disease outbreak in the Democratic Republic of the Congo (DRC) and Uganda as a Public Health Emergency of International Concern (PHEIC) on May 17, 2026, under the International Health Regulations (IHR) 2005.
Real-Time Public Health Surveillance
Developed in collaboration with the Directorate General of Health Services (DGHS) under the Ministry of Health and Family Welfare, AIR SUVIDHA 2.0 facilitates real-time information sharing among the Airport Health Organisation, Bureau of Immigration, Integrated Disease Surveillance Programme (IDSP) and State Surveillance Officers.
Passengers are required to provide details including their 21-day travel history, exposure history and any symptoms related to Ebola before arriving in India. The information enables health authorities to identify potential high-risk travellers for further medical evaluation without disrupting the passenger experience.
The ministry said the fully digital platform eliminates the need for paper-based health declaration forms, making the arrival process faster and more efficient.
Health Declaration Before Boarding
International travellers can submit the Self-Declaration Form up to 24 hours before arrival in India. Authorities have advised passengers to complete the declaration before boarding or during web check-in to facilitate quicker immigration and health clearance upon landing.
After submission, travellers are required to download the completed declaration and present it, if required, at the International Travel Health Desk or Immigration counter.
The government has urged all international passengers to provide accurate information while completing the declaration in the interest of public health and passenger safety.
Strengthening India’s Border Health Preparedness
The launch of AIR SUVIDHA 2.0 reflects India’s continued focus on leveraging digital platforms to strengthen disease surveillance and emergency preparedness at international Points of Entry.
By integrating health screening with immigration and surveillance systems, the upgraded platform is expected to improve early detection of infectious diseases, enhance inter-agency coordination and support faster public health response during international health emergencies.
