New Delhi, October 14: The Department of Pension & Pensioners’ Welfare (DoPPW) has announced the launch of the 4th Nationwide Digital Life Certificate (DLC) campaign, to be conducted from November 1 to 30, 2025, in what will be the largest-ever initiative to ensure pensioners across India can seamlessly submit their life certificates digitally. The campaign will cover 2000 districts and sub-divisions across the country, extending the government’s commitment to ease of living for senior citizens and ensuring timely pension disbursal without the need for physical visits.

The massive month-long drive will be conducted in collaboration with 19 Pension Disbursing Banks, the India Post Payments Bank (IPPB), Pensioners’ Welfare Associations (PWAs), Controller General of Defence Accounts (CGDA), Department of Telecommunications (DoT), Indian Railways, UIDAI, and the Ministry of Electronics and Information Technology (MeitY).

During last year’s DLC Campaign 3.0 (2024), a record 1.62 crore DLCs were generated, including over 50 lakh certificates through Face Authentication Technology (FAT), across 1,900 camps held in more than 800 districts and cities. Building on that success, this year’s campaign aims to generate 2 crore DLCs, with a stronger focus on face authentication technology, enabling pensioners to complete the process conveniently using smartphones or doorstep services.

The India Post Payments Bank (IPPB) will once again play a central role by organizing DLC camps in all districts, leveraging its nationwide network of 1.8 lakh Postmen and Gramin Dak Sewaks (GDS). Equipped with mobile devices supporting fingerprint and face-based authentication, IPPB staff will offer doorstep Digital Life Certificate services to all categories of pensioners, regardless of their pension-disbursing bank. In addition, the 19 Pension Disbursing Banks will set up dedicated camps across 300 cities, including special visits to homes and hospitals to assist aged, disabled, and ailing pensioners. A total of 57 registered Pensioners’ Welfare Associations (PWAs) will help mobilize participants and coordinate local efforts with banks and IPPB.

A nationwide awareness campaign will also be rolled out through SMS, WhatsApp, social media, banners, and local media, complemented by outreach from Doordarshan, All India Radio, and the Press Information Bureau (PIB) teams to maximize participation and awareness.

With its extensive reach, multi-agency collaboration, and use of advanced biometric technologies, the Digital Life Certificate Campaign 4.0 aims to make pension verification simpler, faster, and fully inclusive, reaffirming the government’s commitment to ensuring universal coverage and dignified ease of living for India’s pensioners.
