ECI Launches ECINET, One-Stop Digital Platform for Voter Registration, e-EPIC, Polling Trends and Election Services

New Delhi: The Election Commission of India on Thursday launched ECINET, a unified digital platform bringing together all election-related information and services, at the India International Conference on Democracy and Election Management (IICDEM) 2026.

The three-day conference, being held from January 21 to 23, is taking place at Bharat Mandapam in New Delhi.

ECINET was conceptualised by chief election commissioner Gyanesh Kumar, along with election commissioners Sukhbir Singh Sandhu and Vivek Joshi. The development of the platform was announced in May 2025.

Platform Features and Scope

Speaking at the launch, Gyanesh Kumar said ECINET has been developed in strict compliance with electoral laws and is available in 22 scheduled languages as well as English. He invited election management bodies (EMBs) from across the world to collaborate with India in developing similar platforms suited to their legal frameworks and linguistic requirements.

Sandhu said the platform enhances transparency and trust in election management by enabling better monitoring of processes, faster decision-making and efficient dissemination of information. Vivek Joshi noted that the IICDEM forum provides EMBs an opportunity to exchange global best practices on the adoption of digital technologies in electoral systems.

Director General (IT) at the Election Commission, Seema Khanna, said cybersecurity is a core pillar of ECINET, adding that technology has evolved from a support function into a strategic enabler for election management. She said the platform improves efficiency, credibility and public trust in electoral processes.

Integrated Electoral Services

Described as the world’s largest electoral service platform, ECINET integrates more than 40 existing applications and portals of the Election Commission into a single digital interface. It connects citizens, candidates, political parties and election officials, offering services such as voter registration, electoral roll search, application tracking, candidate information, interaction with election officials, booking calls with booth level officers, e-EPIC downloads, polling trends and grievance redressal.

The platform has been developed in compliance with the Constitution of India, the Representation of the People Acts of 1950 and 1951, the Registration of Electors Rules, 1960, and the Conduct of Election Rules, 1961.

Pilot and Usage Data

The beta version of ECINET was piloted during the 2025 Bihar Assembly elections and the Special Intensive Revision exercise. The Election Commission said citizen feedback was incorporated before finalising the platform.

Since its beta rollout, ECINET has processed over 10 crore voter registration forms, averaging about 2.7 lakh applications per day. More than 11 lakh booth level officers are registered on the platform, and over 150 crore documents have been digitised so far. The system also enables real-time monitoring of ground-level election functionaries.

Officials said ECINET represents a significant step towards citizen-centric, technology-enabled election management in the world’s largest democracy.
