Panaji (Goa): Lok Sabha Speaker Om Birla called on lawmakers to rise above political and personal interests and work with integrity to fulfil the aspirations of citizens, while inaugurating the first CPA India Region Zone VII Conference in Goa on Thursday.
Birla emphasised that elected representatives carry the responsibility of translating public expectations into meaningful governance, strengthening democratic institutions and ensuring transparency, inclusivity and responsiveness in policymaking.
Highlighting the role of young legislators, he said they have a crucial responsibility in realising the vision of Viksit Bharat by 2047. He noted that their energy, innovation and commitment to public welfare can drive inclusive development and institutional strengthening.
Birla also called for healthy competition among state legislatures in promoting public welfare and good governance, stating that such an approach would help improve governance outcomes and strengthen democratic processes across states.
Referring to the growing role of technology, he said that while tools such as artificial intelligence are transforming governance, human sensitivity remains equally essential. He urged legislators to remain closely connected with citizens and address their concerns with empathy and understanding.
The Lok Sabha Speaker stressed the importance of understanding legislative procedures, noting that lawmakers who actively engage in informed debates and policy discussions are better positioned to contribute effectively and emerge as leaders.
He also highlighted India’s democratic strength, pointing to steadily increasing voter participation since 1952 as evidence of the robustness of the parliamentary system.
Birla noted that the newly formed CPA India Region Zone VII – comprising Maharashtra, Gujarat and Goa – offers an opportunity for states to collaborate, share best practices and drive regional development, particularly in areas such as coastal growth.
He said strong legislative institutions will play a pivotal role in achieving the goal of a developed India by 2047, underscoring the importance of collaboration, innovation and democratic values.
Deputy Chairman of Rajya Sabha Harivansh, Goa Chief Minister Pramod Sawant, Maharashtra Legislative Council Chairperson Ram Shinde and Maharashtra Legislative Assembly Speaker Rahul Narvekar also addressed the conference.
The event brought together legislators from the region to deliberate on governance, legislative practices and collaborative approaches to development.
