AI-powered governance and real-time payments accelerate transparency and participation in rural India

New Delhi: India’s digital governance push at the grassroots level has reached a significant milestone, with the eGramSwaraj platform facilitating cumulative online transactions exceeding ₹3 lakh crore, while SabhaSaar, an AI-powered meeting summarisation tool, has expanded its language support to 23 Indian languages.
The ministry of panchayati raj said the twin developments mark a major step towards strengthening transparency, efficiency and inclusivity in rural governance systems.
eGramSwaraj, developed under the e-Panchayat Mission Mode Project and integrated with the Public Financial Management System (PFMS), has enabled real-time payments directly to vendors and service providers. This shift has significantly reduced reliance on cash-based and paper-driven processes, ensuring end-to-end digital traceability and minimising leakages.
During the financial year 2025–26, panchayati raj institutions (PRIs) routed ₹53,342 crore through the eGramSwaraj-PFMS interface. A total of 2,55,254 gram panchayats uploaded their development plans on the platform, while 2,50,807 PRIs executed online payments. Overall, 2,59,798 PRIs have been onboarded, alongside 1,60,79,737 registered vendors, underscoring the platform’s scale and nationwide adoption.
Complementing financial digitisation, SabhaSaar has emerged as a key tool for improving participatory governance. Launched on August 14, 2025, the AI-driven platform enables voice-to-text conversion of gram sabha meetings, automatically generating minutes, attendance records, resolutions and actionable insights.
The platform’s expansion from 13 to 23 languages now includes Assamese, Bodo, Dogri, Kashmiri, Konkani, Maithili, Manipuri, Nepali, Santhali and Sindhi, in addition to existing languages such as Hindi, English, Bengali, Tamil, Telugu and Urdu. This multilingual capability is expected to significantly enhance accessibility and inclusiveness in gram sabha proceedings.
As of January 29, 2026, SabhaSaar has been used by 1,11,486 gram panchayats for meeting documentation, reflecting growing adoption at the grassroots level.
The platform has also received national recognition, winning in the artificial intelligence category at the Technology Sabha Excellence Awards 2026 by The Indian Express Group and securing the silver award in the AI for Social Impact category at the Economic Times GovTech Awards 2026.
The ministry said these initiatives reinforce its commitment to building digitally empowered panchayats, improving financial governance while deepening democratic participation across rural India.
