DFS Organises Training Programme on Debt Recovery Mechanisms for DRT and DRAT Registrars

New Delhi, November 1: The Department of Financial Services (DFS) under the Ministry of Finance organised a four-day residential training programme for Registrars of Debt Recovery Appellate Tribunals (DRATs), Debt Recovery Tribunals (DRTs) and Assistant Registrars of DRTs at the National Law University (NLU), Delhi from October 28 to 31, 2025.

The programme was aimed at enhancing participants’ understanding of registry functioning, administrative management, and the legal framework governing debt recovery mechanisms.

Key topics included an overview of the Recovery of Debts and Bankruptcy Act, 1993, the SARFAESI Act, 2002, and India’s evolving insolvency and bankruptcy regime. Sessions also covered noting and drafting techniques, pay fixation rules, DPC and seniority procedures, record management, CCS Conduct Rules, GFR and procurement processes, RTI compliance, and the jurisdiction of High Courts and the Supreme Court.

Participants also received training on the e-DRT project and scrutiny process, designed to strengthen efficiency and transparency in tribunal operations.

Eminent legal and financial experts led the sessions, providing a blend of practical and theoretical insights. The participants expressed appreciation for the wide-ranging coverage of subjects and lauded DFS and NLU Delhi for organizing a “comprehensive and insightful” capacity-building initiative.

The programme is part of the Department’s ongoing efforts to modernize tribunal administration and strengthen institutional capacity within India’s debt recovery ecosystem.
