The Centre for Development of Telematics has received the SKOCH Award 2025 for its Cell Broadcast Solution at the 104th SKOCH Summit, held on the theme Resourcing Viksit Bharat.

The Cell Broadcast Solution is an indigenous disaster and emergency alerting platform designed to deliver near real-time, life-saving information to mobile phones in geo-targeted areas through cellular networks. The system aims to minimise loss of life and property during natural and man-made disasters.

The unified platform integrates disaster alert generation agencies including the India Meteorological Department for weather events, the Central Water Commission for floods, the Indian National Centre for Ocean Information Services for tsunamis and ocean-related hazards, the Defence Geo-informatics Research Establishment for landslides, and the Forest Survey of India for forest fires. It also connects mobile service providers for message delivery, while the National Disaster Management Authority and State Disaster Management Authorities approve alerts and coordinate disaster response.

The end-to-end automated system supports geo-targeted, multi-hazard alerts in 21 languages, improving the efficiency of disaster risk reduction and management across the country. The platform aligns with the United Nations Early Warnings for All initiative, the International Telecommunication Union’s Common Alerting Protocol, and contributes to the United Nations Sustainable Development Goals by strengthening national disaster resilience.

The SKOCH Awards recognise exemplary work by government and private institutions across sectors such as governance, technology, health, education, and grassroots development, honouring initiatives that create measurable positive impact for citizens.

C-DOT operates under the Department of Telecommunications and serves as the government’s premier telecom research and development centre. The organisation has played a key role in developing indigenous technologies supporting Digital India and Make in India initiatives, and is currently working on advanced areas including 5G, 6G, quantum technologies, artificial intelligence, and cybersecurity.
