TRAI launches Digital Connectivity Rating Platform for properties
The new platform allows consumers to search and verify digital connectivity ratings of properties, while enabling property managers and rating agencies to complete the assessment and certification process digitally.
The platform implements the framework under the Rating of Properties for Digital Connectivity Regulations, 2024, as amended in 2026, along with the Rating Manual 2026 issued by TRAI in June.
NEW DELHI: The Telecom Regulatory Authority of India (TRAI) has launched the Digital Connectivity Rating (DCR) Platform, an integrated system designed to provide consumers with visibility into the digital connectivity ratings of properties and enable the end-to-end digital rating process.
The platform implements the framework under the Rating of Properties for Digital Connectivity Regulations, 2024, as amended in 2026, along with the Rating Manual 2026 issued by TRAI in June.
Property managers and rating agencies brought onto one platform
The DCR Platform provides a common digital interface for Property Managers (PMs), registered Digital Connectivity Rating Agencies (DCRAs) and consumers.
Property Managers can register properties across categories such as public, government, commercial and private properties, submit rating applications, upload required documents, select a registered DCRA and track applications.
Registered DCRAs can access assigned applications, conduct assessments, record observations and test results, manage supporting documents and complete the rating process. The platform supports assessment workflows for both constructed and under-construction properties.
The digital workflow covers assessment, report generation, certification and publication of ratings.
Mobile app enables on-site connectivity testing
A dedicated mobile application will support field assessments by authorised DCRAs. It enables in-building digital connectivity measurements according to the prescribed testing methodology.
Information submitted through the web platform and assessment data captured through the mobile application are synchronised with the DCR Platform.
The system also integrates eSign for digital signing and verification of documents and certificates, online payment of applicable rating fees, email and SMS alerts, and secure storage of property records, test results, certificates and audit logs.
Consumers can search and verify property ratings
The platform provides a public search interface through which consumers can look up rated properties by property name, certificate ID or location.
Consumers can view digitally signed rating certificates and verify their authenticity through the QR code on the certificate. TRAI’s framework is intended to establish a standardised method for evaluating connectivity within properties, including parameters such as fibre readiness, mobile network availability, in-building solutions and Wi-Fi infrastructure.
This makes digital connectivity a visible attribute that consumers can consider when evaluating properties for purchase or lease.
TRAI Chairman Anil Kumar Lahoti said the platform establishes a standardised framework for assessing digital connectivity readiness and provides consumers with searchable and verifiable information to compare properties.
Framework covers connectivity readiness
The DCR framework is intended to encourage property managers to incorporate digital connectivity infrastructure at appropriate stages of property development and assess connectivity infrastructure and performance in existing properties. TRAI says the framework uses defined parameters to enable comparability across different property categories.
