DigiLocker Driving India’s Digital Trust Revolution through Paperless Governance, Inclusive Education, Secure Digital Services

NeGD Organises National Conference on ‘DigiLocker – Enabling Paperless Access for All’; Seven States Recognised as DigiLocker Accelerators for Innovation and Integration
New Delhi, November 8: The National Conference on ‘DigiLocker – Enabling Paperless Access for All’, organised by the National e-Governance Division (NeGD), Ministry of Electronics & Information Technology (MeitY), highlighted DigiLocker’s pivotal role as a cornerstone of trust, efficiency, and inclusion in India’s digital transformation journey.
Held at Bharat Mandapam, New Delhi, the conference brought together senior government officials, technology leaders, financial institutions, and education experts to explore how DigiLocker is redefining digital governance by ensuring secure, paperless, and citizen-centric services.
In his keynote address, S. Krishnan, Secretary, MeitY, said:
“DigiLocker serves as the trust layer connecting citizens, ministries, and departments — enabling secure, interoperable, and accountable digital governance. Our vision is a future where every digital interaction is trusted, every citizen empowered, and every institution accountable.”
He emphasised that India’s digital journey has evolved “from connectivity to capability, from service delivery to self-reliance — and now towards trust as the new infrastructure of governance.”
Showcasing the Digital Trust Revolution
Abhishek Singh, Additional Secretary, MeitY, described India’s progress in e-governance as a “Digital Trust Revolution,” underlining DigiLocker’s role in embedding trust in citizen–government interactions. He also announced that upcoming AI-based eKYC and global credential verification features will further strengthen DigiLocker’s position as a global model for paperless governance.
Nand Kumarum, President & CEO, NeGD, highlighted DigiLocker’s transformation from a document repository into a key pillar of Digital India, enabling citizens to access and share IDs, financial credentials, and certificates securely. “The platform reflects India’s collaborative approach to governance and the convenience that digital infrastructure offers to every citizen,” he said.
States Recognised as DigiLocker Accelerators
Seven states were honoured as ‘DigiLocker Accelerators’ for their leadership in adoption and innovation:
- Assam – Integration Excellence for large-scale implementation across 500+ services via Sewa Setu Portal.
- Himachal Pradesh & Madhya Pradesh – People First Integration for building digital identity-linked citizen initiatives.
- Meghalaya – Dual Platform Achiever for integrating both DigiLocker and EntityLocker.
- Kerala – Innovation in Paperless Governance through its Certificateless Governance Programme.
- Maharashtra – Fast Track Integration for swift state-wide rollout.
- Mizoram – Requestor Accelerator for the highest number of Requestor Model integrations.
Sectoral Impact: Governance, Education, and FinTech
Breakout sessions showcased use cases of DigiLocker across government, education, and financial sectors.
In education, leaders from the Ministry of Education, IIT Madras, IIIT Delhi, ICFAI University, and Kerala State IT Mission demonstrated how DigiLocker enables tamper-proof mark sheets, e-certificates, and automatic credential sharing aligned with the National Education Policy (NEP) 2020.
In the financial sector, representatives from HDFC Bank, ICICI Bank, Kotak Mahindra Bank, Edelweiss Mutual Fund, and DIGIO discussed DigiLocker’s expanding role in digital onboarding, e-Bank Guarantees (e-BGs), and secure financial document verification.
Driving Trust and Accountability in Governance
The conference reaffirmed DigiLocker’s growing significance as a foundational layer of India’s Digital Public Infrastructure (DPI). From citizen services to fintech innovation, the platform is now enabling trusted, interoperable, and transparent digital ecosystems across the nation.
The event concluded with a collective commitment to scale DigiLocker integrations across sectors — reinforcing India’s vision of paperless governance rooted in trust, transparency, and technological excellence.
