Over 18 Lakh Deceased Voters Found in Bihar Electoral Roll: Election Commission Intensifies Cleanup Drive

New Delhi, July 22: In a major electoral cleanup exercise underway in Bihar, the Election Commission of India (ECI) has identified over 18.66 lakh deceased voters, 26 lakh shifted electors, and 7.5 lakh individuals enrolled in multiple locations, as part of the ongoing Special Intensive Revision (SIR) ahead of the draft electoral roll publication on August 1, 2025.
According to an official statement from the ECI, the revision is being conducted with the aim of ensuring maximum inclusion and accuracy in the state’s voter rolls. As of June 24, 2025, Bihar had a total of 7.89 crore registered electors, of which over 7.16 crore enumeration forms (EFs) have already been received—representing over 90% coverage.
Nearly 1 lakh Booth Level Officers (BLOs), 4 lakh volunteers, and 1.5 lakh Booth Level Agents (BLAs) appointed by the 12 major political parties in Bihar are actively involved in the fieldwork to trace missing voters and verify entries. District-level election officers have also held meetings with political parties to share detailed lists of electors whose forms are still pending or whose names are under review.

- Digitized Forms: 7,13,65,460 (90.37%)
- Electors not found at address: 52,30,126 (6.62%)
- Deceased: 18,66,869 (2.36%)
- Permanently shifted: 26,01,031 (3.29%)
- Multiple entries: 7,50,742 (0.95%)
- Not traceable: 11,484 (0.01%)
The commission has announced a one-month public window from August 1 to September 1, 2025, during which citizens can file objections related to inclusions, deletions, or corrections in the draft rolls.
Officials stated that 97.3% of electors have already been covered under the ongoing revision, while efforts are continuing to receive the remaining 21.35 lakh pending forms.
The ECI’s proactive approach is part of its broader mission to ensure free, fair, and updated electoral rolls across the country, especially ahead of the upcoming election cycles.
