India Resumes International Postal Services to the United States from Today

New Delhi, October 15: The Department of Posts under the Ministry of Communications has resumed all categories of international postal services to the United States of America (USA) with effect from today, October 15, 2025.

Postal services to the USA had been suspended on August 22, 2025, following an executive order by the U.S. administration that withdrew de minimis treatment for postal shipments. The suspension became necessary due to new regulatory requirements introduced by the U.S. Customs and Border Protection (CBP) for duty collection and remittance.

After extensive system upgrades, coordination with CBP-approved Qualified Parties, and successful operational trials in the Delhi and Maharashtra Circles, India Post has now implemented a compliant Delivery Duty Paid (DDP) mechanism. Under this arrangement, all applicable customs duties are collected in India at the time of booking and remitted directly to CBP, ensuring faster customs clearance and seamless delivery in the USA without any additional duty or delay.

As per CBP’s guidelines, postal shipments from India to the USA attract a flat 50 percent customs duty on the declared Free on Board (FOB) value under the International Emergency Economic Powers Act (IEEPA) tariff. No product-specific or additional base duties are levied on postal consignments, making the postal export route significantly more affordable for MSMEs, artisans, small traders, and e-commerce exporters.

The Department of Posts clarified that no extra charges will be imposed for DDP or Qualified Party services, and postal tariffs remain unchanged. Customers can now book EMS, Air Parcels, Registered Letters/Packets, and Tracked Packets for delivery to the USA through any Post Office, International Business Centre (IBC), or Dak Ghar Niryat Kendra (DNK), or via the self-service portal at www.indiapost.gov.in.

The DDP system promotes ease of doing business, transparency in duty collection, and predictable shipping costs—making postal exports more efficient and cost-effective.

Heads of Circles have been instructed to organize awareness and outreach programmes to educate exporters, MSMEs, and entrepreneurs about the new mechanism and encourage the use of India Post’s export logistics services.

The resumption marks a major milestone in strengthening India’s international postal and export logistics network, aligning with national initiatives such as Make in India, One District One Product (ODOP), and Dak Ghar Niryat Kendras (DNKs) to boost inclusive, export-driven growth.
