New Delhi, August 20: The Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi on Tuesday approved the construction of a 6-lane access-controlled Capital Region Ring Road (Bhubaneswar Bypass, 110.875 km) in Odisha. The project, to be developed on the Hybrid Annuity Mode (HAM), will cost ₹8,307.74 crore.

The proposed highway will decongest the existing Rameshwar–Tangi stretch of the National Highway, which currently faces heavy traffic through the urban centres of Khordha, Bhubaneswar and Cuttack. By diverting commercial vehicles away from these cities, the project is expected to significantly reduce logistics costs, improve freight efficiency, and boost socio-economic growth in the state and across eastern India.

The alignment will integrate with three major National Highways (NH-55, NH-57, NH-655) and State Highway-65, offering seamless connectivity to critical economic, social and logistics hubs. The corridor will also link to 10 economic nodes, 4 social nodes and 5 logistics nodes, as well as a major railway station, airport, a proposed Multi-Modal Logistics Park, and two major ports, enhancing regional multi-modal transport integration.

The government said the project would generate nearly 74.43 lakh person-days of direct employment and 93.04 lakh person-days of indirect employment, apart from spurring trade, industrial development and religious tourism. Officials described the highway as a transformative project that will strengthen Odisha’s connectivity with the rest of eastern India.
