ECI Warns Political Parties Against Misuse of AI in Campaigns; Calls for Clear Labeling of Synthetic Content

Model Code of Conduct comes into effect with Bihar Assembly and eight by-elections; strict watch on social media posts

New Delhi, October 9: The Election Commission of India (ECI) has directed all political parties, candidates, and star campaigners to strictly adhere to the Model Code of Conduct (MCC) and existing guidelines regarding the use of Artificial Intelligence (AI) in election-related content, particularly synthetic or deepfake videos targeting rival parties or candidates.

Following the announcement of the Bihar Legislative Assembly election and bye-elections to eight Assembly constituencies on October 6, 2025, the MCC has come into force. The Commission clarified that these provisions apply not only to physical campaigns but also to digital and social media content.

As per MCC provisions, criticism of other parties must be confined to their policies, programmes, past record, and performance, and should not extend to private or personal matters unrelated to public life. The ECI cautioned that unverified allegations or distortions against political opponents would constitute a violation of the code.

Emphasizing the responsible use of AI, the Commission advised parties to refrain from creating or sharing deepfakes that distort facts or spread misinformation online. It also mandated prominent labeling of AI-generated or digitally enhanced content using clear notations such as “AI-Generated,” “Digitally Enhanced,” or “Synthetic Content.”

The ECI said it is maintaining a strict watch on social media platforms to prevent any attempt to vitiate the election atmosphere. It reiterated that any violation of the MCC or related guidelines will invite strict action, reaffirming its commitment to preserving the integrity and fairness of the electoral process.
