Piyush Goyal Inaugurates New ISA Building, Calls Innovation a Symbol of Sovereignty

New Delhi, August 13: Union Commerce and Industry Minister Piyush Goyal on Wednesday inaugurated the newly expanded International Searching Authority (ISA) building at the Intellectual Property Office (IPO) in Dwarka, underscoring that innovation is both a hallmark of India’s heritage and a driver of its future global standing.

Speaking at the ceremony, Goyal said India’s culture of innovation dates back centuries, citing the engineering marvel of the Konark Temple as proof of the nation’s historic ingenuity. “Innovation is not only a form of intellectual property, it is a symbol of sovereignty,” he remarked, adding that research, new ideas, and technological advancement have been central to the prosperity of developed nations. He expressed confidence that the upgraded facility would help position India’s IP ecosystem as a cornerstone of the nation’s journey towards Viksit Bharat by 2047.

Minister of State for Commerce and Industry Jitin Prasada lauded the growth of India’s intellectual property regime under Prime Minister Narendra Modi’s leadership, predicting that the country would emerge as a talent hub for electronics, IT, and semiconductors.

The expanded ISA/IPEA building — which supports India’s role under the Patent Cooperation Treaty — marks a significant boost to the country’s IP infrastructure. Originally constructed in 2014 with two floors, the facility has now grown to seven floors, increasing its built-up area to 140,120 square feet. Capacity has risen from 200 to over 700 personnel. The ₹88-crore project, executed by National Buildings Construction Corporation (NBCC), features modern workspaces, dedicated sections for patents, designs, copyrights, and trademarks, and an international affairs division.

A highlight of the expansion is a state-of-the-art International Training Centre on the seventh floor, equipped with five advanced training halls, high-speed connectivity, and digital tools for capacity building of IP professionals. The building also incorporates eco-friendly systems including rainwater harvesting, a sewage treatment plant, and plant waste decomposers, aligning with sustainable development goals.

Officials said the upgraded facilities will enhance efficiency, reduce operational costs, and strengthen India’s position in global IP administration, providing a strong foundation for research, development, and innovation.
