NITI Aayog Launches India Electric Mobility Index to Benchmark State-Level EV Progress

New Delhi, August 5: In a major step toward advancing India’s electric mobility transition, NITI Aayog has launched the India Electric Mobility Index (IEMI), a first-of-its-kind analytical tool designed to evaluate and benchmark the progress of states and union territories (UTs) in achieving electric vehicle (EV) goals.
The IEMI was officially unveiled by Rajiv Gauba, Member, NITI Aayog, in the presence of BVR Subrahmanyam, CEO of NITI Aayog; Kamran Rizvi, Secretary, Ministry of Heavy Industries; OP Agarwal, Distinguished Fellow at NITI Aayog; and Sudhendu Sinha, Programme Director – E-Mobility, among other dignitaries.
Speaking at the launch, Gauba emphasized, “The IEMI provides a transparent, comparative framework to assess progress across key themes such as electrification, infrastructure, and innovation. It enables states to benchmark their efforts, identify gaps, and learn from each other’s successes.”
Designed as a decision-support tool, the IEMI evaluates the performance of all Indian states and UTs out of 100 across 16 indicators grouped into three core themes:
- Transport Electrification Progress: Evaluates demand-side EV adoption
- Charging Infrastructure Readiness: Tracks the growth of supportive infrastructure
- EV Research and Innovation Status: Measures R&D efforts on the supply side
The Index highlights the pivotal role of states in driving India’s EV ambitions, particularly in aligning with the national target of achieving net-zero emissions by 2070. It aims to foster healthy competition, promote best practice sharing, and support evidence-based policy making.
BVR Subrahmanyam noted, “NITI Aayog has been at the forefront of enabling India’s EV revolution. This Index is another effort to propel the country towards a decarbonized and energy-secure future.”
