New Delhi: Prime Minister Narendra Modi on Thursday emphasised that India’s governance framework is being reshaped around the principle of “Nagrik Devo Bhava,” with a strong focus on citizen-centric service delivery, technological integration, and institutional transformation.
Addressing the Karmayogi Sadhana Saptah through a video message on the foundation day of the Capacity Building Commission (CBC), the Prime Minister highlighted the need for public administration to evolve in line with rapidly changing global systems.
He underlined that today’s India is deeply aspirational, with citizens holding ambitious goals, placing a responsibility on governance systems to enable and support their fulfilment. “Governance is now being given a new identity by making it truly citizen-centric,” he said.
Highlighting the role of the Capacity Building Commission, Modi noted that the institution was created to strengthen the capabilities of government personnel and build a cadre of modern, skilled, and responsive public servants under the Mission Karmayogi framework.
The Prime Minister stressed that governance must be measured by its ability to improve ease of living and quality of life. He urged officials to adopt a duty-driven approach, stating that decisions taken with a sense of responsibility can have a multiplied positive impact on society.
Emphasising the importance of technology, Modi said that a strong understanding of data and digital systems is becoming fundamental to effective administration. He noted that advancements in artificial intelligence are set to further transform governance and decision-making processes.
Calling for greater coordination across departments and states, he advocated a whole-of-government approach to ensure effective implementation of policies. He also highlighted the need to break administrative silos and promote shared understanding across institutions.
In his concluding remarks, the Prime Minister said that the conduct and efficiency of public servants directly influence public trust in governance. He urged officials to uphold this trust, describing it as the foundation of democracy.
The address marked a renewed push towards building a future-ready, citizen-focused governance ecosystem aligned with the vision of a developed India.
