Telangana Pioneers Direct Selling Regulation, Strengthens Consumer Protection Framework

The Government of Telangana has introduced a state-specific regulatory framework for the direct selling sector, aligning with India’s Consumer Protection (Direct Selling) Rules, 2021. Led by DS Chauhan, Principal Secretary and Commissioner of Civil Supplies, the initiative focuses on enhancing consumer safety, strengthening oversight, and promoting ethical business practices. The Civil Supplies Department is the nodal agency, with the Commissioner as the enforcement officer.

A high-level meeting involved key departments like Industries & Commerce, Commercial Taxes, and Police, alongside industry bodies such as IDSA, FIDSI, and ADSEI. This collaborative approach, including officials like Bhavesh Mishra and K. Haritha, reflects Telangana’s whole-of-government strategy to balance consumer protection with industry growth in the digital economy.

The guidelines aim to ensure transparency, accountability, and trust in direct selling while safeguarding consumer rights. Commissioner Chauhan emphasized consumer safety as a constitutional duty, with the framework fostering an ethical business environment.

Telangana’s inclusive stakeholder engagement sets a national benchmark for consumer-centric regulation. By integrating direct selling stakeholders into policy design, the state leads in regulatory innovation within the evolving digital commerce landscape.
