TRINETRA deployment, quantum tech, AI/ML, 5G and mission-critical services form core focus areas

Gandhinagar: The Centre for Development of Telematics (C-DOT) and Rashtriya Raksha University (RRU), Gandhinagar, on Friday signed a memorandum of understanding to collaborate on research, innovation and product development in telecom and cybersecurity technologies of strategic national importance.

Under the agreement, C-DOT will establish an Innovation-cum-Experience Centre at RRU’s campus to drive joint research and technology development in critical domains including cybersecurity, quantum technologies, AI/ML, IoT/M2M solutions, 5G networks and mission-critical services.

The centre will function as a hub for incubation, mentoring and partnerships involving startups, industry and academia. It will also conduct training, skilling and capacity-building programmes aimed at building an industry-ready workforce in emerging telecom and cyber domains.

A key pillar of the collaboration is the focused deployment of C-DOT’s indigenous AI-powered cybersecurity solution, TRINETRA. The Innovation-cum-Experience Centre will serve as a demonstration and experiential learning platform for TRINETRA, offering hands-on training and operational exposure.

The facility is expected to benefit state police units, law enforcement agencies, government officials and authorised stakeholders by enhancing cybersecurity awareness, preparedness and operational capabilities.

Rajkumar Upadhyay, CEO, C-DOT, said the partnership marks a major step towards strengthening self-reliant innovation in telecom and cybersecurity.

The partnership underscores our commitment to national missions like Digital India, Atmanirbhar Bharat and cybersecurity resilience,” he said.

Kalpesh H. Wandra, pro vice-chancellor, Rashtriya Raksha University, highlighted the growing complexity of digital threats in the age of agentic AI and autonomous cyber systems.

“We are entering a new era of agentic AI and autonomous cyber threats capable of identifying network vulnerabilities within seconds. With the expansion of 5G and the emergence of 6G technologies, the digital attack surface is expanding rapidly, making indigenous innovation and collaborative research essential for national security. By partnering with C-DOT, RRU is committed to nurturing talent and technologies that safeguard India’s digital future,” he said.

The MoU was signed at the RRU campus in the presence of Rajkumar Upadhyay, Kalpesh H. Wandra, Avinash Kharel, dean – affiliations and accreditations, RRU, and Chandresh Parekh, director – SITAICS, along with senior officials from both institutions.

RRU, an institution of national importance under the ministry of home affairs, specialises in education, research and training in national security, cyber defence and emerging technology domains.

C-DOT, the telecom R&D centre under the department of telecommunications, continues to advance indigenous telecom innovation, including development of the 5G stack, AI-enabled cybersecurity platforms such as TRINETRA, and disaster communication technologies.

The collaboration reinforces India’s strategic push towards secure digital transformation, indigenous innovation and capacity building in next-generation telecom and cyber ecosystems.
